Through decades of struggle to eradicate poverty,China has achieved great victories in the battle against poverty,and the poverty problem has undergone qualitative changes,changing from single-income poverty in the past to relative poverty that affects people’s pursuit of a better life,such as medical care and education.Solving the problem of relative poverty requires an effective connection with rural revitalization on the basis of holding on to the achievements of poverty eradication,which is a key link for the whole nation to achieve common prosperity.The construction of digital countryside is the application of networking,informatization and digital technology in the economic and social development of agriculture and rural areas,which is the strategic direction of rural revitalization and an important content of building digital China,and an important means to achieve common prosperity.Taking digital countryside construction as the entry point,based on the historical orientation of China in the new era,it is important to explore the dynamic impact of digital countryside construction on rural relative poverty based on relevant data to consolidate the results of poverty eradication and play a positive role of digital construction in rural revitalization.Firstly,the literature on digital village construction and relative poverty is sorted out,and the mechanism of the role of digital village construction in alleviating rural relative poverty is elaborated from four aspects: change in production methods,industrial poverty eradication,public services,and governance level.Secondly,a new comprehensive evaluation index system of digital rural construction is designed,which specifically includes six primary indicators,eight secondary indicators and 28 tertiary indicators of digital infrastructure,digital development support,agricultural digitization,rural industry digitization,rural life digitization and rural governance digitization,in which the contribution rate of agricultural science and technology progress,digital trading of agricultural products,the number of rural entrepreneurship and innovation parks,rural The indexes of digital inclusive finance development index,digital service consumption level of farmers,etc.are newly introduced,and the weights of each index are measured based on BP neural network,and the development level of digital countryside construction in each region of China is comprehensively evaluated based on the existing data.Next,with the rural multidimensional relative poverty index as the explanatory variable,the development level of digital village construction as the core explanatory variable,and the urbanization level,Thayer index,and openness to the outside world as the control variables,we attempt to empirically study the impact of digital village construction on rural relative poverty.The empirical evidence consists of two parts,one is the overall estimation and heterogeneity analysis of the impact of digital village construction on rural relative poverty based on the panel regression model,and the other is the study of the spatial effect of digital village construction on rural relative poverty based on spatial Durbin model.Finally,a series of localized policy recommendations are provided for the cause of poverty reduction in China.The conclusions of the study are as follows: First,the development level of digital village construction in each province and city in China shows a spatial trend of gradually decreasing from east to west and a temporal trend of increasing year by year from front to back,and the development level of digital village construction shows an unbalanced distribution among different regions.Second,the multidimensional relative poverty index of rural areas in each province and city shows a spatial gradient distribution pattern of "the highest in the west,the second highest in the center,and the lowest in the east",and a decreasing trend in time from the front to the back,indicating that the relative poverty problem in rural areas in China is gradually being alleviated,with significant differences in the relative poverty level among different regions.Third,there is a significant negative relationship between digital village construction and rural relative poverty,and improving the development level of digital village construction can well alleviate rural relative poverty;from the perspective of regional distribution,the impact effect of digital village construction in the western,central and eastern regions shows a decreasing pattern;the development level of digital village construction in each region has a negative effect on rural relative poverty in the region,but the impact on the surrounding areas This finding provides a new perspective for the development of digital village construction.If the development of digital village construction fails to form a comprehensive plan in the region,and if each region does not compete properly,it may aggravate the relative rural poverty and deplete the digital dividend. |
