Study On The Management Of Grain Product Reserve In Lin Yi City

In Lin Yi City,the purchasing enterprise of the government is a relatively young way of grain reserve system,which is an emergency reserve to stabilize grain prices and deal with major natural disasters.Since its implementation in Lin Yi in April 2017,laws and regulations on the reserve of finished grain have been continuously established and improved.Policy makers,supervisors and reserve agents have explored and implemented a series of reserve implementation plans,and achieved good results and social repercussions.In the decisive period of building a moderately prosperous society in an all-round way,it will still be "before the army and horse move,food and grass go first." How to do a good job of grain reserve and give full play to the effect of grain reserve is a necessary link in the process of continuous improvement of grain reserve system.It will have certain theoretical value and practical significance for the study of China’s grain security,especially for the study of reserve security.This paper attempts to use the theory of public management for reference to analyze and study the problems in the process of Grain Reserve in Lin Yi City,and put forward countermeasures.This paper mainly uses the theory of national security,the relationship between government and market and the reform theory of government institutions for reference,uses the method of systematic analysis and field investigation,combined with its own work experience,to study and analyze the absence and offside of grain administrative departments,the loss of supervision departments,the improper position of the enterprises that store grain on behalf of others,and the problems that arise after the change of the relationship between institutional reform and reserve There are two results:one is to use the system analysis method to analyze the whole picture of the grain reserve in Lin Yi City,and to find out the core problems of the absence and offside of grain administrative departments.The second is to systematically study the grain reserve of Lin Yi City,which provides a reference for the study of Grain Reserve System in the future.At the same time,referring to the experience of China’s grain reserve system and different cities’ Grain Reserve experience,this paper puts forward relevant countermeasures and suggestions from the aspects of coordination mechanism,incentive mechanism,supervision work,rotation mechanism and market-oriented development of Grain Reserve,which provides an important reference for the development and improvement of Grain Reserve in Lin Yi city.The main innovation of this paper is to use the system analysis method to study the process of grain product reserve in Lin Yi City,so as to trigger scholars’ research on the field of grain product reserve in China.
