| With the increasing scale of China’s agricultural product export trade,the United States,Japan and other developed countries have set up more and more Technical Barriers to Trade for China’s agricultural product exports,and agricultural product exports have been frequently blocked.Therefore,how to reasonably assess the impact of Technical Barriers to Trade on China’s agricultural exports,provide empirical evidence for properly responding to and transcending Technical Barriers to Trade is an issue that needs urgent research.We have noticed that the Specific Trade Concerns raised by WTO members at the TBT/SPS Committee meeting today have become an effective way to resolve the Technical Barriers to Trade of export destination countries.Specifically,each member country may question the technical trade measures formulated or implemented by other member states in the form of Specific Trade Concerns that are inconsistent with the provisions and principles of the TBT/SPS agreement.It is an effective way for member states to request clarification,modification or cancellation of unreasonable regulations.As an important way to solve the obstacles to agricultural product export trade,Specific Trade Concerns has been used by many countries,and China has also actively used the Specific Trade Concerns mechanism to address Technical Barriers to Trade imposed by other countries on agricultural products.However,as a developing country,China’s ability to use this mechanism to cope with Technical Barriers to Trade and resolve trade disputes still has some gaps with developed countries.The study of Specific Trade Concerns mechanisms has not yet led to the research of domestic scholars.In view of this,this article will explore the impact of Technical Barriers to Trade on China’s agricultural exports from the perspective of Specific Trade Concerns.This can not only provide empirical evidence for the reasonable use of Specific Trade Concerns under the WTO framework to properly respond to and overcome Technical Barriers to Trade,and to promote the smooth export of agricultural products in China,but also provide a certain reference for subsequent research,which has both theoretical and practical significance.Specifically,this paper first deeply analyzes the mechanism of Technical Barriers to Trade affecting agricultural products export.Then,the above mechanism is empirically tested by standardized measurement methods from the perspective of Specific Trade Concerns.In order to ensure the reliability of the benchmark regression results,this paper considers cases of the heterogeneity of agricultural products.The results show that Technical Barriers to Trade measured by the number of WTO technical trade measures has not hindered China’s agricultural exports,but plays a certain role in promoting.At the same time,the Specific Trade Concerns mechanism has not yet played an active role in China’s response to Technical Barriers to Trade.On this basis,this paper puts forward policy suggestions such as attaching importance to and strengthening the collection,sorting and analysis of information related to Specific Trade Concerns,and promoting the coordination and cooperation among various departments,in the hope of providing reference for China to better use Specific Trade Concerns mechanism to deal with Technical Barriers to Trade and promote the high-quality development of China’s agricultural export trade. |
