For a long time, the trade of agricultural products has been an important part of international trade. With the development of trade liberalization, the function of tariff barriers on agricultural trade protection gradually weakened, and the new non-tariff barriers became the primary means of trade protection. Green trade barriers as a typical representative of non-tariff barriers, with the features such as being hidden, universality, unbalance and discriminatory, less controversial and negative impact, will play an important role in the new round of trade protectionism caused by the financial crisis. China is one of the countries suffering more seriously from green trade barriers. These green barriers bring a significant challenge to Chinese foreign trade of agricultural products and the whole economic development, and only more thorough understanding of the green trade barriers of other countries could help us to avoid suffering and reduce the probability of trade disputes.Through reviewing the existing international and domestic research, this paper discusses the concept of green trade barriers, gives a systematic exposition of the causes of it, compares its difference among the main target markets with a lot of instances, we use the combination method of theory and examples, analyzes its positive and negative impacts on agricultural products export objectively. On this basis, we propose the countermeasures and recommendations from two aspects, how to improve our own quality, technology and hygiene of agricultural products, and how to strive actively for a good international trade environment by making use of a variety of resources.As agricultural trade takes an important position in China's foreign trade, governments and enterprises should adopt a positive attitude together on both domestic and international aspects, to respond to a variety of green trade barriers. At the national level, the government as policy maker should promote the green-consumption, improve standards and certification systems, develop ecological-agriculture to improve the overall quality level of agricultural products, and establish an early warning system to prevent from foreign green trade barriers. As the market players the production and export enterprises, should improve technology and deal with various disputes brought by green barriers with the help of industry associations. On the other hand, they should raise the green-awareness, and actively improve technology for better quality on their own initiative, to avoid from trade protectionism. At the international level, the Government should actively participate in making international technical regulations and standards, cooperate with developed countries, try to conclude and sign mutual recognition standard agreements, and deal with international trade disputes actively. Enterprises should expand the target market, instead of only developed countries which are good at using the green barriers.The significance of this paper is that, first, study the impact of green barriers on the agricultural trade to discuss China's response to agricultural exports. Second, research the status of China's agricultural products trade suffering from green trade barriers, to analyze the root causes of green trade barriers affecting agricultural trade. Third, discuss how the relevant government departments and enterprises treat the green trade barriers from macro and micro aspects, and how to activate the market competition mechanism, and enhance the competitiveness of enterprises through information management and quality management under the macro supervision of government, to comply with international standards, encourage green products and actively respond to international green trade barriers.The innovation of this paper is the application of a combination of theory with practice to research the infections and countermeasures of green trade barriers. However, limited by my knowledge, there are some shortcomings as following. First, in view of the data collection issues, the impact of green trade barriers is analyzed on only qualitative aspect rather than quantitative aspect. Second, the theoretical analysis of the text is somewhat weak, and some aspects still remain on the surface without in-depth study and discussion. These are left to be perfect in this article.
