| In recent years,the country has advocated innovation from top to bottom,and various regions have also recognized the status of innovation and have regarded innovation as an important task.Scientific and technological innovation become important for economic growth,an important guarantee for solid foundation and promotion of status,and come into play,in regional economic growth and structural adjustment.The economic growth of a region can also allow a region to win in the fierce competition.In recent years,Z District has actively carried out scientific and technological innovation work,but compared with the surrounding districts and cities,the speed of innovation development is underdeveloped,and the role of innovation is not fully reflected,which affects the development potential of Z District.In order to comply with the requirements of the country,provinces and cities,catch up with other regions development,but also in order to promote the leap-forward development of the Z zone’s economy,it is necessary to increase the intensity of scientific and technological innovation.Only by focusing on innovation can development be achieved.Focusing on innovation,first of all,After looking back the document,the article carries on particular analysis of relevant research both here and abroad,and redefines the relevant concepts and theoretical basis.Taking District Z as the research object,it introduced the current institutions,policies,R&D carriers,and talent cooperation.Secondly,according to the current status of scientific and technological innovation in Zone Z,referring to other researches,starting from the three aspects of input,environment and output,20 indicators were formed,and the evaluation system of scientific and technological innovation ability in Zone Z was obtained.Next,this paper evaluates the Z area in two ways: on the one hand,the entropy method help get the weight,and then the nonlinear weighted synthesis method help get the score and ranking based on the relevant data from 2016 to 2020.On the other hand,five urban districts in Yantai City were selected,and the comprehensive scores and rankings of each district were obtained based on the relevant data in 2020,and then a horizontal evaluation of the technological innovation capability of Z District was carried out.The study found that: environment,input and output will affect technological innovation;from the evaluation results,Z area is weaker than other areas.It can be concluded that in recent years,although District Z has attached great importance to scientific and technological innovation,has done a lot of work,and has improved in many aspects,there are many problems in terms of input,environment and output.Finally,in view of analysis outcome,pointing at question and causes of scientific and technological innovation capabilities in Zone Z,the paper gives both strategies and suggestions from the aspects of R&D investment,industrial optimization,platform construction,personnel training,and achievement transformation,which are conducive to the improvement of technological innovation capabilities in Zone Z,and the Provide reference and reference for the improvement of scientific and technological innovation capabilities of similar counties and urban areas. |
