Comprehensive evaluation method is widely used in social and economic issues. When considering mutual independence, it tends to choose a small amount of evaluation index, which may generate inconformity between the evaluation results and the reality because of insufficient information. However, a large amount of evaluation index will increase the difficulty of the calculation and analysis for the redundancy of information. Therefore, constructing the evaluation index system reasonably and scientifically has great significance for the rationality and feasibility of the evaluation results.Firstly, based on comprehensive evaluation theory, information-theoretic entropy theory and minimum spanning tree method, this paper established an effective evaluation index system to filtrate reasonable index system of the original variety Then, A multiple-expert evaluation model is developed according to the entropy weight method and the minimum cross-entropy principle for the new index system of empowerment. Finally, a practical evaluation of carrying capacity of resources and environment of Baibu Gulf is performed to verify the plausibility and feasibility of the proposed approach. This research provided a new theory for the index selection and the construction of the evaluation model of comprehensive evaluation problem, and proposed a new choice of method to comprehensive evaluation of carrying capacity of resources and environment.Main research results of this paper include:(1) Construction of index system theory based on cross entropy method and the minimum spanning tree method.An attribute deduction and index system building method are developed in the light of clustering method.(2) Based on the principle of minimum cross entropy principle and entropy weighting method, a weight aggregation approach is established to gather subjectivity and objectivity from multiple experts.(3) On the basis of proposed method, carrying capacity of resources and environment of Beibu Gulf is evaluated as an empirical research to verify the plausibility and feasibility. And some suggestions for the future development of urban agglomeration are presented as well.Paper proposes the deduction of index method based on cross entropy principle, and build a multiple-expert evaluation model combined weight integrated.Then,it proposes a new choice of method to reasonable selection of index and multiple-expert evaluation...
