| In May 2019,the State issued the "Guidance on Deepening the Integration and Sharing of Public Resources Trading Platforms" to promote the formation of a unified and standardised public resources trading platform system from top to bottom.The public resources trading platform has become a link between the government and the market,effectively promoting the open and efficient allocation of factor resources.However,China’s public resources trading reform is generally led by provincial and municipal public resources trading platforms,which are limited by the requirements of integrated city and county development.Whether it is system construction or system development,county and district-level public resources trading platforms lack autonomy and appear to be stretched in terms of platform optimisation and design.In 2016,Yantai City integrated and established the Yantai City Public Resources Trading Platform,regrouping the scattered trading platforms in the fields of engineering construction and government procurement and merging them into a municipal-level trading platform.Prior to 2016,Yantai K led the city in public resource transactions.With the development of citycounty integration,compared to other counties and urban areas,which have built from scratch,District K has to undergo a transformation from the old to the new,and is at a disadvantage in implementing the city’s unified work plan.This paper therefore analyses the optimisation of the public resources trading platform in Yantai’s K district as a representative,and provides policy recommendations for the effective management of public resources trading platforms in other counties and districts.The paper begins with a conceptual definition,revealing the connotation and importance of the management of the public resources trading platform,and elaborates on the current situation of the operation of the public resources trading platform in District K of Yantai City from various aspects,including the organisational system,trading industry fields,transactions in the past three years,the functions of the management body,the management system,the management process and the management means,triggering an exploration of the management issues.Questions were collected by means of questionnaires and interviews,and the reliability and validity of the survey results were tested,and finally the existing problems and their causes in the management of the public resources trading platform in Yantai City District K were scientifically distilled.Although the public resources trading platform in Yantai City District K has continued to improve and optimise its trading services in line with relevant policies at higher levels,problems still exist in various aspects such as system regulation,venue construction,personnel services and system maintenance and management.On the basis of this study,the public goods theory and the new public service theory are applied to give corresponding improvement plans in a targeted manner,and an optimisation plan to strengthen the management of the public resources trading platform in Yantai City K is proposed.The guiding ideology,optimisation objectives and working principles of the plan are determined,and countermeasures are designed to improve the construction of the institutional system,enhance the service supply capacity,improve the digital level of the platform and show the effectiveness of technological innovation The programme is based on the following principles On the basis of the optimisation plan,in order to better guarantee the operation of the plan,the necessary safeguards are given from a practical point of view,mainly including four aspects,such as organisational safeguards,software and hardware safeguards,human resources safeguards and technical safeguards. |
