The Logistics Case Study On Transaction For The Supplement Of Cultivated Land In Another District:Origin、Development And Future Prospect

The current cultivated land protection system in our country regards the dynamic balance of cultivated land as the core content. The way to achieve the dynamic balance of cultivated land is to compile general plans for land use and the annual land use plan Top-down vertically. However, land planning is with a strong planned economy color, and it can’t really reflect and satisfy the future demand for the actual development of a region.In the last ten years, like as many coastal provinces who have fast economical development and are lack of cultivated land reserves, the economic development in Zhejiang Province has met the plight of cultivated land protection system failure. In order to overcome the existing problems in the current cultivated land protection system, Zhejiang Province has carried on the system innovation in accord with the framework of the existing land management policy of our country. It introduces the market mechanism of land development rights within the current cultivated land protection system. It also establishes and develops the "transaction for the supplement of cultivated land in another district" system. Since1999, the "transaction for the supplement of cultivated land in another district" system has already exist and developed for15years.Firstly, this study clearly defines the transaction for the supplement of cultivated land in another district of Zhejiang Province. Secondly, On the basis of theoretical assumption, this study carry on theory analysis. Thirdly, this study analyses the developing process of the transaction system, and it also makes a Comparison analysis of similarities and differences of existing two trading patterns which are "the city" and "out the city" patterns. It demonstrates the causes of the transaction system in Zhejiang Province which are the insufficiency of current cultivated land protection system and the differences in marginal cost of supplement of arable land. The regional differences in economic development level and cultivated land reserves cause the differences of supplement of arable land. Fourthly, this study does a research of the developments of the transaction system in the past15years. It demonstrates the plight of the transaction system in Zhejiang Province. Finally, in order to realize the goal of dynamic balance of the cultivated land and to find a way out of this predicament, this study offers a proposal to conduct the transaction across the province. It also discusses the transaction across the province.
