The Research On The Construction Of Supervision System Of Town Public Resource Transaction

The market-oriented reform of public resource transactions is one of the important contents of Chinese economic system reform.In the report of the 19 th National Congress of the Communist Party of China,General Secretary Xi required for the improvement of the new era property rights system and the continued deepening of the market-oriented allocation of factors as the basic point of economic system reform.Need to make great efforts to establish a modern public resource trading system mechanism with stronger market incentives,faster factor flow,better enterprise participation,fairness and order,and the combination of survival and inferiority.In his government report,Premier Li Keqiang emphasized that it is necessary to further promote the construction of public resource trading platforms,build an opening,sharable and interoperable data information system,implement the full supervision process of public resource transactions.In order to implement the reform requirements of the Party Central Committee and the State Council,in recent years,governments at different levels across the country have been actively exploring and studying new modes,new methods and new theories of public resource transactions,and have achieved certain research results.However,after reviewing,the author found that most research on public resource transactions are mainly concentrated at the national,provincial and municipal levels.There are few studies on township-level public resource transactions,especially the regulation of township public resource transactions.At the same time,with the deepening of the reform of the national administrative system,the economical functions of community continue to extend to the primary government.More and more township governments have begun to assume the supervisory powers of public resource transactions in the region,but due to their own institutional mechanisms and supporting system is relatively weak,lack of effective monitoring measures,resulting the supervision of township public resources transactions is not in place,black-box operations,power transactions,and Together-conspired bidding and contacting bid are emerging one after another.Therefore,increasing research on the supervision of township public resource transactions has very important theoretical and practical significance for improving the status of township public resource transaction supervision,curbing corruption in public resource transactions,and promoting the steady development of township economy and society.This thesis takes the public resource transaction supervision of Dongqian Lake Tourist Resort as the research object,comprehensively and systematically analyzes the current Dongqian Lake's effectiveness in promoting the construction of public resource transaction supervision system through literature review,on-site observation,theoretical analysis,data comparison and other means or methods.Analyze the existing problems and the causes,and put forward the countermeasures and suggestions for constructing the public resource transaction supervision system of Dongqian Lake in combination with the same type and the same level of public resource transaction supervision practice in advanced regions at home and abroad.At the same time,it is also expected that through the research of this thesis,it can provide experience for the supervision of public resource transactions in township or village level with similar surrounding conditions.
