Research On The Deepening Reform Of Public Resource Transaction Management In Foshan

In recent years,the CPC central committee and the state council made important decision and clear requirements on the management of public resources trading prominent problems in order to establish and improve the unified,standardized public resources trading markets and ensure public resources trading standard operation,effectively curb the occurrence of corruption.So far,our country public resource transaction management faces a lot problems and need to improve urgently,such as:lack of a advanced system of supervision and laws,or unified rules of the trading platform and operation,or social public regulation without a resultant force,etc.How to solve these problems and how to carry out the public resources trading deepening reform confronted whit big challenges.At present,guangdong Foshan city,has been formally established the advanced supervision and management of public resources trading department.This article makes an example via foshan city public resources trading regulation,focusing on research and analysis of Foshan city in order to build a comprehensive regulatory mechanism of public resources and to improve the problem of public resources trading system,by means of informationization of public resources trading regulation,besides to improve the credit system of public resources trading and series problems ETC.This article draws lessons from the experience of domestic and foreign advanced countries,by literature,empirical and comparative research.Base on the macro background of the construction of public resources trading system in China,to clarify the theoretical basis of public resource management and related concepts,analysis of current situation of Foshan city public resources trading supervision,which affirmed the relevant reform achievements,and find out the public resources trading supervision problems and analyze its causes,That is certainly leading to the reform achievements,and find out the existing problems in the supervision of public resources trading and analyzes its reasons,and put forward the deepening of the reform of Foshan city public resources trading supervision suggestions from four steps:Firstly is to improve the comprehensive supervision mechanism of public resources transactions;Secondly is to continue to improve the system construction of Foshan city public resources trading system;thirdly is to accelerate the informatization construction of public resources transactions;last step is to improve the integrity of the construction of public resources trading;The fifth is to rengthen the construction site and team construction.The innovation of this article is mainly reflected in two aspects:Firstly,Foshan is the first city of public resources trading reform city in Guangdong Province,whose system is beyong other provinces in China.Basing on the background of the construction of China’s public resources trading system,we will focus on the theoretical basis and related concepts of public resource management.The economy of Foshan city is rather developed,whose public resources trading volume is large,ans so far which is very representative,further,Foshan city can develop to a more mature,advanced and workable public resources trading regulatory reform model city.Secondly,according to the research,the new supervision mode of practical operation of Foshan city public resources trading have solved a lot problems such as government poor management or co-operation of different branches or offices,,lack of balance supperviosion and equity,thus the new model system of Foshan play important role in the whole system and innovation.This article listed the problems above and deficiencies of the Foshan city public resource transaction regulation,which is the common and the same problem we faced in other cities in our country.For this article,we use the theory of public resources to deal with the supervision,by combining with current situation in Foshan City,no only Can guide the Foshan city to promote the reform of public resources system,which also has a good reference value and made important contributions to the further improvement of the public resources trading regulatory system in China.
