Research On The Management Mechanism Of Public Resources Transaction In Xuchang

The transaction of public resources involves all aspects of social and economic development and is closely related to people's production and life,as well as the construction of government investment projects.China's public resources transaction has mainly experienced three stages: owner's own bidding,industry supervision management,and centralized integration platform.In accordance with the unified deployment of the state and the province,Xuchang launched the reform of bidding mechanism in 2011,and began to build a public resources trading system in 2015.Based on the investigation and analysis of the practice of the public resources construction transaction management mechanism in Xuchang City,this paper summarizes the good practices of Xuchang City in the previous stage of work,and points out that Xuchang City has established a unique "one committee,one center" management system framework with Xuchang characteristics.The transaction is centralized in the public resources transaction platform,and A great deal of work has been done on the aspects of network trading platform,transaction supervision and the construction of honesty and credit system,and some results have been achieved.The scale and quality of public resources transactions have been greatly improved.While affirming the achievements of the work,this paper points out that the transaction management mechanism of public resources in Xuchang is still due to the unsystematic transaction theory,the immature transaction organization mechanism,the imperfect transaction operation mechanism,the imperfect transaction restraint mechanism and other reasons,there are disputes in the transaction theory,the lack of integration of management functions,and the transaction regulations.However,there are many problems,such as lack of unification,lack of centralization of supervision functions,loopholes in the transaction process,endless queries and complaints,weak punishment for violations,and absence of supervision for the implementation of the contract.Through studying and judging the causes of the problems and combining with the regional reality and trading practice of Xuchang City,this paper gives some useful thoughts on strengthening the theoretical practice,perfecting the trading organization mechanism,optimizing the trading operation mechanism and strengthening the trading restraint mechanism,and puts forward some suggestions on enriching and perfecting the trading theory and improving the whole society's understanding of the public resources trading.To strengthen the top-level design of trading rules,enrich the functional settings of public management organizations,promote the reform of "release uniforms",explore new mechanisms for public resources trading,vigorously promote online trading,improve the trading supervision system,increase the punishment for illegal and irregular acts,and build a result-oriented credit system.The direction of next research is also clarified.This paper systematically summarizes and reviews the construction of the management mechanism of public resources transaction in Xuchang City.Through the analysis of the causes of the problems,it clarifies the shortcomings of the current management system of public resources transaction,and puts forward some good suggestions,to lay foundations of better improvement of public resources and the level of resource transaction management in Xuchang City.
