| Nowadays,Chinese mainstream IT firms are facing numerous challenges originated from ever-changing business environment,government rules and increasingly tight market competition,human resources play an important role in the realization of strategic goals.How human resources management can gain competitive advantages for enterprises and promote the implementation of enterprise strategies and the achievement of goals has also become a topic of great concern in the theoretical and practical circles.In this context,the HR Business Partner(HRBP)system was born.The core value of HRBP is to strengthen the compactness between human resources department and other departments,and it is the key link to disperse human resources functions to various business units and transform HR from the background to the front.This paper takes CSI company as the research object,analyzes problems of CSI company’s human resource management,and provides a solution for the transformation to HRBP.Specifically,CSI was established in 2001,and currently has more than 92,000 employees.Its original HR system has not adapted to the ever-changing business practices.The business department and the world-class customers served by CSI are calling for the construction of HR platform with greater potential and more value,so as to ensure that they can win the first opportunity in the increasingly crowded IT service market.To solve aforesaid problems,CSI has carried out the transformation of HRBP,one pillar of HRCOE,HRSSC and HRBP(three pillars),as the breakthrough point.On the basis of analyzing the defects of CSI’s original human resource management and putting forward the necessity of CSI’s HRBP transformation,this study uses literature research,behavioral event interview and questionnaire to design CSI system,including recognizing and positioning the role and responsibilities of HRBP in CSI company,constructing the competency model of HRBP,and designing the performance management system and rank system of HRBP.It also provides safeguard measures for the implementation of HRBP system to solve the disconnection between HRBP and actual business operations.By all these means,this HRBP system established by CSI can play a key role in undertaking the human resource management strategy upwards,effectively implement the human resource strategy downwards to the business side,and help business unit achieve its goals. |
