| Infant formula milk powder is one of the most important sources of nutrition for infants and young children,and it is of great significance to ensure its quality and safety.In recent years,in order to effectively implement the decision-making and deployment of the Party Central Committee and the State Council to implement the food safety strategy,and improve the quality,competitiveness and reputation of domestic infant formula milk powder,China has strengthened the supervision of infant formula milk powder to ensure its quality and safety by continuously improving laws and regulations,formulating upgrading plans,improve the national food safety standard,increasing sampling inspection and inspection of production standard systems,and other control measures.At present,although the unqualified rate of infant formula milk powder in China is only 0.2%-0.3%,but due to the large production base of infant formula milk powder in China,there are many corresponding unqualified products,from the perspective of food safety,even if 0.1% is unqualified,falling on any infant and young child,it may be 100% risk.Therefore,taking more stringent and meticulous government regulatory measures and formulating a more scientific and effective milk powder quality control system are the keys to further ensuring the quality and safety of infant formula milk powder.Through the in-depth statistical analysis of the supervision and sampling of infant formula milk powder and the inspection results of the production enterprise system,this paper systematically finds the prominent problems and causes of the milk powder production enterprises in terms of product quality and food safety management,and puts forward targeted countermeasures.The findings suggest: 1.In recent years,China’s infant formula milk powder sampling pass rate and food safety production specification system inspection pass rate has increased year by year,has reached a historically high level.In particular,the "monthly inspection,monthly announcement" policy on infant formula milk powder implemented in2016 has had a significant effect on improving the quality of infant formula milk powder.However,special attention should still be paid to the quality supervision of infant formula milk powder in stage 1,continue to maintain a high-pressure regulatory posture for the main production areas and strictly control quality.Strengthen the key screening analysis and food safety supervision of minerals,vitamins,selectable ingredients,microorganisms and other indicators that are likely to affect the quality and safety of infant formula milk powder.2Enterprises should focus on strengthening the understanding and learning of the "Detailed Rules for the Review of the Production License of Infant Formula Milk Powder(2013Edition)" and the "National Standard for Food Safety Good Manufacturing Practices for Powdered Infant Formula Foods" and the implementation of related quality management work.Focus on and rectify weak links such as factory and surrounding environmental risks that may cause product quality and safety,insufficient awareness of workshop and plant hygiene management,lack of facilities and inadequate management risks,lax implementation of process management systems,facility management is not in place risk and false risks of personnel management and personnel verification.3.In order to continuously strengthen the quality and safety management of infant formula milk powder in China,ensure the quality and safety of infant formula milk powder products,and further build a diversified co-governance pattern led by the government and dominated by enterprises.The food safety supervision department should actively guide infant formula milk powder enterprises to strengthen the main responsibility,strictly implement the relevant national standards and requirements,and change the traditional ex post facto punishment to focus on pre-event and process supervision by enhancing the quality and safety risk control of the production process,and strictly control the key control points.Establish the concept of high-quality development,continue to improve the safety traceability system,and strive to build a more scientific and effective food safety quality management system.Food safety regulatory departments should conscientiously implement the "four strictest" requirements,and increase the deterrence of illegal acts through the implementation of "four strictest","blacklist system","punishment to people" and other means.Strive to enhance the awareness and methods of supervision after the production license,continue to carry out in-depth supervision and spot checks and food safety production specification system inspections on the existing basis,continue to improve inspection methods and methods,innovate and optimize the inspection process,vigorously strengthen the construction of the team,and accelerate the construction and guidance of the refined regulatory information system.Through continuous adjustment and improvement of the regulatory model to keep up with the needs of market development,we will consolidate the quality and safety of infant formula milk powder products. |
