Study On The Producer Behaviors Of Infant Formula Milk Powder Traceability System

Because of the frequent occurrence of infant formula milk powder safety accidents, Chinese government had enhanced the supervision and regulation of the formula dairy enterprises. Since May of 2014, all the infant formula milk powder production enterprises in China had been required to implement the traceability system mandatorily. The government has improved the food traceability system into system level. This dissertation studies the producer behaviors of infant formula milk powder enterprises, based on the compulsory implementation of infant formula milk powder traceability system.This dissertation mainly includes the following four parts:The first part mainly analyzes the hierarchical structure, subject and object elements of the traceability system and current situation of producer development.The main subject elements of the traceability system include the government,enterprises and consumers. The object element refers to traceability information.Infant formula milk powder enterprises play an important role in building traceability system.The second part is the summary analysis on producer behaviors to the terminal traceability system construction of formula powder enterprises. Through the collected data 102 formula powder enterprises traceability system construction situation, it found that most dairy enterprises has completed the construction of traceability system, and these enterprises adopt three types of the traceability system platform, including enterprise-level, provincial and national traceability system platforms. Considering the characteristics of traceability information, the breadth and accuracy level of traceability information is yet to be improved.The third part is to analyze producer behaviors of improvement on traceability information accuracy level based on the measurement of traceability information granularity and combined with the production practice of Heilongjiang LD formuladairy enterprises. In dairy enterprises' production practice, the choice of sizes of different traceability units will affect traceability information granularity levels and the accuracy levels of the traceability information will be changed ultimately. And the consumer demand for traceability information and the quantity of recalled product will affect the choices of the traceability granularity built on quantitative analysis.The fourth part is the countermeasures and suggestions to improve the traceability system from the perspective of enterprises. It is important to build traceability system for both enterprises and consumers. High construction cost and poor aware of traceability product will discourage enterprises participation of traceability system establishment. It is helpful to make related suggestions for infant formula milk powder enterprises.
