Scientific and rational assessment of the effectiveness of technological innovations will enhance the future role of high-tech industries in the national economy.importance.Due to the disproportionate development of the eastern and western regions of our country,Qinghai Province has a large gap in the development model based on innovation and long-term future development compared to the eastern coastal provinces.Therefore,taking the efficiency of technological innovation in Qinghai high-tech industry as the subject of research and discussion is very important to enrich the theory of technological innovation.Qinghai Province Technology Industry.First,the theoretical results and effectiveness of technological innovation research will be summarized to examine the progress of related research in this field.Then,we collect,organize,and analyze relevant indicator data from 2009 to 2020.DEA model with super efficiency.Measure the new technology capabilities of high-tech industries in Qinghai Province,identify capital upgrades,and complete the calculation of advanced technology capabilities in high-tech industries in Qinghai Province.Qinghai High-tech Industry.The above research method found that:First,in 2009-2020,the high-tech industry in Qinghai Province experienced a period of rapid growth.,the pharmaceutical industry is the largest among the high-tech industry sub-sectors in Qinghai Province,but the growth momentum gradually decreased in 2013.The medical device and equipment manufacturing industry has the smallest development of the three subsectors.the telecommunication equipment industry is growing rapidly.Second,Qinghai’s industrial high-tech industries are the best performers in the 29 provinces and cities nationwide.but compared to provinces and cities in advanced economies that achieved DEA efficiency,the efficiency of technological innovation.The trend in production delays is more volatile than in more economically developed provinces and cities.Third,measure the degree of relaxation of input factors for innovation.From 2009 to 2014,Qinghai’s high-tech industry went through three phases.The efficiency of the use of input resources is low,the input resources are insufficient,and the input resources are redundant and insufficient.The proposal is based on the above results: Strengthening the role of the market in the sector to overcome barriers between industry and region Strengthening the capacity of regional cooperation at the government level,there is a leading role in providing corporate funding and platforms to understand and supervise the development of technology.Reasonable allocation of resources Reduction of unnecessary resources Improving the attitude of engineers toward the economy.It stimulates the motivation of science and technology staff for research and development.Industry-UniversityUniversity-Exploration of successful experiences in various areas that promote common development on an industrial scale.The Qinghai region is finding a convenient management model for research.
