High-tech industry, as the mainstay of the industry development, which has been important yardstick of the international competition ability and reflecting the level of science and technology. Technological innovation plays an important role in the structural transformation of the economy and supports the world economy development. In recent years, the Chinese government has began to attach importance to the technological innovation of high-tech industries, which increases innovation investment and improves the innovation output. But given the limited resources of China’s high-tech industry innovation, to improve the overall level of innovation, it mainly through improve the efficiency of technology innovation resources. In addition, considering China’s regional characteristics of High-tech industrial development, and a certain difference on the investment and configuration of High-tech resources, which needs to measure and targeted to improve efficiency of technological innovation of various areas.This article firstly reviews scholars about the efficiency of the high-tech industry technology innovation, then introduces theory of high technology industry, technology innovation and the efficiency of technology innovation, then perspectives analysis of overall development situation of high-tech industry in our country. The process of innovation activities is divided into two stages:technology development and achievement transformation, thus forming the two efficiency:R & D efficiency and achievements transformation efficiency. Defining two phases of input and output indicators, while building up the index system of input and output. Combining the data of China statistics yearbook on high technology industry combing DEA model through empirical analysis respectively in 27 of high technology industry of development efficiency and achievement conversion efficiency. We also have an analysis model of redundant data input and output index in the two stages. Finally, using the regional cluster research to analyze the comprehensive efficiency of input and output value of two stages in different places. According to the characteristics of the local, high technology industry is divided into four categories, and respectively specifically analyzed. The conclusion is as follows:Firstly, efficiency value of high technology industry of two stages is not high, and the gap between every region is bigger. Secondly, in two processes of technological innovation, deficiency analysis and redundancy analysis for each factor, we find that many areas do not make good use of resources, and do not pay attention to the allocation efficiency of resources, which causes the waste of investment and the shortage of output. Thirdly, from the overall, the comprehensive efficiency value of some regions phases is out of step with the local economic development level. Such as R&D efficiency of some better economic development region below than the development of relatively backward area. The last are countermeasures and Suggestions. Around the innovation policy system, technology and financial integration, international cooperation and innovation system four aspects to improve the efficiency of High-tech industry technology innovation Suggestions.
