Innovation is the first driving force for leading development and the fundamental driving force for economic and social development.In the overall situation of a new round of innovation revolution and industrial transformation and in-depth development,high-tech industry,as an innovative highland,has become the core way to promote comprehensive national strength,optimize economic structure and increase benefits.Therefore,the innovation of high-tech industries is very representative for leading development,innovation is a process of changing things to achieve renewal and development.In order to objectively reflect its development,this thesis conducts quantitative research on the innovation and development of high-tech industries based on the input-output ratio of innovation,namely innovation efficiency.There are ’pain points’ in the innovative development of high-tech industry at the regional level,which restricts the transformation of regional economy to the stage of high-quality development,and affects the economic and social development.Therefore,this thesis studies how the innovation efficiency of geographical regions at the medium level has experienced temporal changes.Does it development form a spatial agglomeration pattern? Is the internal gap level in line with expectations? This thesis draws on the existing research experience,based on Cobb-Douglas production function,selects the data except 2018 unpublished in the ’2014-2020 China High-tech Industry Statistical Yearbook’,constructs the innovation efficiency index system from innovation input and output,measures the innovation efficiency by super-efficiency SBM model,and the agglomeration degree and gap level of innovation efficiency development in administrative geographical regions.The results show that :(1)From 2013 to 2019,the innovation efficiency of the whole country has increased.The development path in various administrative regions is not the same,and the internal gap level is basically in the trend of narrowing.The significant increase of R&D internal research and new product development investment are the core driving force.The equipment manufacturing industry related to medical treatment,electronics and communication is the main focus.(2)The development of innovation efficiency in North,East and Northwest shows a significant negative spatial agglomeration effect,and the diffusion effect of provinces and cities with high innovation development efficiency on surrounding provinces and cities has not formed.(3)In addition to the South region,the development gap of innovation efficiency in each administrative geography region is basically narrowing.From the perspective of the regional gap,there is only a reverse upward trend within the South region and some regions;from the perspective of intra-regional differences in administrative geography,the intra-regional gap between East and Northeast is the smallest.Compared with the existing research,this thesis discusses the spatial and temporal gap of the development level of innovation efficiency in the research scale based on the geographical area of the middle level of administrative division,which helps to make efficient use of resources in the development process of innovation efficiency in different regions,and provides reference for them,and promotes the implementation of specific policies.
