In recent years,with the advantages of geography and resources,the high-tech industry in Jiangsu province has developed rapidly,such as the scale of the industry has grown rapidly,the status of the high-tech industry in the global value chain has been rising,and the driving and supporting role of the high-tech industry has been strengthened.However,the development of high-tech industry in Jiangsu province also faces some problems,such as low input intensity of R&D funds,insufficient capability of innovation-driven industrial development and low quality of industrial development.In order to achieve high-quality development,high-tech industry in Jiangsu province needs to make efforts to improve innovation efficiency and realize efficient utilization of limited scientific and technological innovation resources while increasing investment in technological innovation.Therefore,based on the theories of innovation and industrial development,this thesis studies the status quo and characteristics of innovation efficiency of high-tech industries in Jiangsu province by adopting methods of network DEA based on cross-efficiency with practical data and comparative analysis,and puts forward corresponding countermeasures and suggestions.Firstly,based on the defined concepts of high technology,high technology industry,technology innovation efficiency and innovation environment,this thesis discusses the process of industrial technology innovation.And under the guidance of research purpose,this thesis discussesand selects analysis methods and designs analysis indicators.Secondly,this thesis compares and analyzes the status quo of high-tech industry development and technological innovation in Jiangsu province by analyzing relevant data of Jiangsu and other provinces from 2009 to 2016.The analysis shows that high-tech industry's contribution to the regional economic development in Jiangsu province has largely increased,but there is an obvious gap among high-tech industries in Jiangsu,Guangdong,Beijing and other provinces and municipalities in terms of development quality,quantities of inputs and outputs of innovation.Secondly,based on the two-stage process of technological innovation,the network DEA method based on cross-efficiency is adopted to compare and analyze the overall efficiency and subsystem efficiency of the technological innovation system of high-tech industry in Jiangsu province from 2011 to 2016.Results show that compared to other provinces and municipalities,high-tech industry's degree of coordination between two innovation subsystems in Jiangsu province are relatively high,but because of low efficiency of two innovation sub-systems,the overall efficiency of innovation system is not high.Compared to other provinces and municipalities,the efficiency of innovation subsystem of research and delopment of technology of Jiangsu high-tech industry ranks 18 th,and the efficiency of innovation subsystem of transformation and application of technological outputs of Jiangsu high-tech industry ranks 12 th.Finally,the Tobit model is adopted to analyze the factors that may affect high-tech industry's efficiencies of innovation subsystems,and by comparing to other provinces and municipalities,this thesis analyzes the influential factors of Jiangsu province from the vertical and horizontal perspectives.Results show that the negative influential factors of foreign direct investment and high-tech industry's level of investment in fixed assets in Jiangsu province has been rising,and much higher than other provinces and municipalities.Technology market which is a positive influential factor has been more and more active but there has been a large gap between Jiangsu and Beijing.The positive influential factors of the open atmosphere of high-tech industry has been geting better but there has been a large gap betwwen Jiangsu and Guangdong.
