Since twentieth Century,high-tech industry of China is booming. With the advantage of technological innovation, the high-tech industry has a place in the competition of the industry. However, along with the rapid development of enterprises, the rough growth defects gradually highlights, many enterprises appear serious input and output height does not match the phenomenon. Long term production efficiency is not only a waste of resources, but more importantly, will compress the profits of the enterprise, the development of the enterprise. Therefore, it is urgent to solve the problem of the efficiency of technological innovation. This paper aims to analyze the efficiency of technological innovation in high-tech industry, and to propose some policy recommendations for improving the efficiency of the new technology industry.On the basis of explaining the relevant concepts of high-tech industry and technological innovation, this paper explains the necessity of new and high technology industry technology innovation, and thus leads to the conduction mechanism of technological innovation input and output.By constructing the improved model of DEA and EBM-SBM model, based on the space and time dimension, the efficiency of high-tech industrial technology innovation is analyzed. The research results show that the efficiency of the EBM model is the result of the DEA model and the SBM model, and the input indicator is no longer need to be improved. In the time dimension, the industry during the period of 2003 and 2013, the comprehensive technical efficiency showed obvious rising trend, but the overall level is low,2013 comprehensive technical efficiency is only 65.77%; in space dimension, eastern region of efficiency is superior to the central and western regions, in 2013 the efficiency value of the gap to 6.5% and 6.6%; in space and time dimensions, in different regions of the different provincial administrative region has different efficiency changes. In the eastern region, the efficiency of Shanghai has been at a low level, while in the western region, the efficiency of Yunnan province has been higher than the average level. In the four input indicators, the degree of redundancy of fixed capital stock is the highest; the number of R&D personnel, the last is the research and development of capital stock and the number of enterprises. Through the analysis, the high-tech industry as a whole can enhance the effectiveness by reducing the size of the capital stock, optimizing the development of capital and personnel. At the same time, for the local area, it can encourage the replacement of subsidies, encourage the public to innovate the way to improve the efficiency value. |
