Research On The Decision-Making Evaluation Of The Pilot Project Of Comprehensive Land Consolidation From The Perspective Of Farmers And Social Investors

The comprehensive land consolidation is an important means to implement the strategy of rural revitalization,and the decision-making of the pilot project of comprehensive land consolidation is an important link in the management of the comprehensive land consolidation project in the whole region.Under the circumstance that land improvement funds are in short supply,how to invest the scarce remediation funds in the areas most in need of remediation or areas with the most suitable comprehensive conditions and can play a leading role in demonstration has become an important topic that needs in-depth research in the decision-making and evaluation of the pilot project of comprehensive land remediation in the whole region.Farmers and social investors are the two main stakeholders in the comprehensive land consolidation.Firstly,starting from the needs of these two stakeholders,this paper analyzes their interest concerns in the comprehensive land consolidation,and constructs the decision-making evaluation index system of comprehensive land consolidation.Then,based on the survey data of 7 comprehensive land consolidation projects declared by Xianning City,Hubei Province in 2020,the entropy weight TOPSIS method is used to calculate and analyze the demand urgency of farmers,the investment willingness of social investors and the priority of comprehensive land consolidation of 7 projects in the study area,And according to the evaluation results of the priority of comprehensive land consolidation,this paper determines the priority of the establishment of comprehensive land consolidation projects in the whole region.And then,based on the decision-making evaluation of the pilot project of comprehensive land consolidation,it makes a pathological diagnosis of the priority of comprehensive land consolidation,and clarify the obstacle factors affecting the priority of comprehensive land consolidation;Finally,it summarizes the full text,draws research conclusions and puts forward policy suggestions.The research conclusions are as follows:(1)The decision-making and evaluation of the project initiation of the pilot project of comprehensive land consolidation should comprehensively consider the interest demands of relevant stakeholders.The overall goal of the pilot work of comprehensive land consolidation is to promote the efficient protection of cultivated land resources,ensure efficient land use,meet the land requirements for rural industrial development,optimize the rural environment and help rural revitalization.However,the objectives of different stakeholders in the comprehensive land consolidation are different.Only on the basis of coordinating the interests of all parties can the pilot project of comprehensive land consolidation be implemented smoothly.(2)From the perspective of farmers and social investors,it is reasonable and feasible to build a decision-making and evaluation system for the establishment of a comprehensive land consolidation pilot project.Farmers are the ultimate beneficiaries of comprehensive land consolidation,and social investors are the main investors of comprehensive land consolidation projects in the whole region.Both are the core stakeholders of comprehensive land consolidation.In the context of the arduous task of comprehensive land consolidation,but its funds are in short supply,the construction of the decision-making and evaluation system for the project establishment of comprehensive land consolidation pilot projects in the whole region from the perspective of social investors can encourage social investors to participate in it and help rural revitalization;In socialist China where ―being in power for the people‖ and ―the people are supreme‖,building a decision-making and evaluation system for the project initiation of comprehensive land consolidation pilot projects from the perspective of farmers is determined by the party’s purpose,which can effectively safeguard the rights and interests of the broad masses of farmers and is conducive to the healthy and sustainable development of comprehensive land consolidation.Therefore,from the perspective of farmers and social investors,we should build a decision-making and evaluation system for the initiation of the pilot project of comprehensive land consolidation.(3)Determining the priority of the pilot project of comprehensive land consolidation from the perspective of farmers and social investors is an important content of the reform of the decision-making and evaluation system of the pilot project of comprehensive land consolidation.Farmers and social investors are the two core stakeholders in the comprehensive land consolidation of the whole region.Considering their interest demands,the urgency of farmers’ demand for comprehensive land consolidation of the whole region and the willingness of social investors to invest are combined,the decision-making evaluation index system for the establishment of comprehensive land consolidation pilot projects of the whole region is established,and the entropy weight TOPSIS method is used to evaluate the priority of comprehensive land consolidation of the whole region,On this basis,it is reasonable and feasible to determine the priority of the pilot project of comprehensive land consolidation.This can not only better reflect the actual situation of each project area,but also effectively mobilize farmers and social investors to actively participate in the comprehensive land consolidation of the whole region and promote the implementation of the pilot project.At present,the decision-making and evaluation of the pilot project of comprehensive land consolidation has not well considered the interests of farmers and social investors,which makes it difficult for some pilot projects of comprehensive land consolidation to land.Although some projects have been implemented,the implementation effect is not ideal.Therefore,we should reform the current decision-making and evaluation system for the establishment of pilot projects of comprehensive land consolidation.(4)At present,the decision-making and evaluation of the pilot project of comprehensive land consolidation should attach great importance to the transformation and development of rural industries.The main obstacle factors affecting the urgency of farmers’ demand for comprehensive land consolidation in the whole study area are concentrated in the construction land consolidation subsystem and industrial development subsystem,the main obstacle factors affecting the investment willingness of social investors in comprehensive land consolidation in the whole study area are concentrated in the industrial development subsystem,and the index factors in the industrial development subsystem are concentrated in both.It can be seen that,the industrial foundation of the pilot projects is generally weak,but farmers’ willingness to develop large-scale agriculture and rural secondary and tertiary industries is generally low,which is an important problem to be solved in the decision-making and evaluation of the pilot project of comprehensive land consolidation.Based on the findings and conclusions,the suggestions of the paper are as follows:(1)The decision-making and evaluation of the pilot project of comprehensive land consolidation should focus on the interests of farmers.Due to the characteristics of large capital demand and long return time of the comprehensive land consolidation project in the whole region,it needs to rely on social investors for investment and construction.Therefore,the current decision-making evaluation of the pilot project of comprehensive land consolidation led by the government considers more the needs of social investors,and is more inclined to project the regional projects that social investors are willing to invest in as pilot projects.However,the ultimate goal of comprehensive land consolidation is to optimize the pattern of ―three living spaces‖ in rural areas and promote the overall revitalization of rural areas.Therefore,in the decision-making and evaluation of the pilot project of comprehensive land consolidation,we should focus on the interests of farmers,and invest the improvement funds that can be used for comprehensive land consolidation into the areas that farmers need to improve most.(2)Establish a dynamic adjustment mechanism for the level of pilot projects for comprehensive land consolidation across the region.At present,the decision-making and evaluation of the project initiation of the pilot project of comprehensive land consolidation led by the government is mainly based on the implementation plan of comprehensive land consolidation prepared by different preparation units.Due to the great differences in the ability of the preparation units,in reality,the project area that should have been prioritized for project initiation has not been approved due to the poor preparation of the implementation plan text.Therefore,by establishing a dynamic adjustment mechanism for the level of pilot projects of comprehensive land consolidation,the pilot projects can be dynamically evaluated,so that the projects with excellent conditions but failed to be approved due to text preparation can be adjusted and supported by national financial funds.(3)Consolidate the industrial foundation and promote the integrated development of rural industries.At present,the main obstacles affecting the urgency of farmers’ demand and the willingness of social investors for comprehensive land consolidation in the whole study area are concentrated in the industrial development subsystem.Therefore,on the one hand,we should introduce strong industrial policies to help optimize and upgrade the rural industrial structure;On the one hand,we should highlight the dominant position of farmers,advocate and encourage farmers to participate in the development of industrial integration.
