Evaluation Of The Comprehensive Benefits Of Rural Land Consolidation Projects

In the process of urbanization,the relationship between urban land supply and demand and rural development is increasingly tense.Land consolidation is an effective way to solve the problems of "agriculture,rural areas and farmers".Comprehensive land consolidation is of great practical significance to promote the rural revitalization strategy and the construction of ecological civilization,so as to increase the utilization rate and yield rate of land,perfect agricultural production infrastructure and improve farmers’ production and living environment.It is of great significance to carry out the post-implementation benefit evaluation of rural land consolidation projects and compare the evaluation results of different methods for standardizing and guiding the practical activities of land consolidation and realizing the scientific decision-making of land consolidation.Based on the data of land consolidation project,land use data,socio-economic data and household survey data,this study constructed the evaluation index system of comprehensive benefit of rural land consolidation from four dimensions of economic benefit,social benefit,ecological benefit and landscape benefit on the basis of analyzing the temporal and spatial characteristics of land consolidation project in Guangxi.In addition,Youjiang District,Pingguo City,Bama Yao Autonomous County,Rong County and Xixiangtang District are selected as typical districts and counties according to the differences of renovation project types,landforms and economic conditions,and villages that have carried out land consolidation projects are further selected as research samples to evaluate the project areas and propose countermeasures and suggestions to improve the comprehensive benefits of rural land consolidation projects.The following conclusions are drawn:(1)The overall characteristics of land consolidation projects in Guangxi from 2001 to 2018 are as follows: large number,large scale,large capital investment,good results and rich project types.In terms of spatial pattern,the distribution of land consolidation project type is closely related to natural resource endowment of each county.The spatial distribution pattern of projects is as follows: the central,western,southeastern and northeastern regions are higher,while the rest regions are lower.The number of projects,construction scale and investment scale in the central region are concentrated at a higher level,among which the high-level areas are mainly distributed in Chongzuo,Laibin and Hechi,and the medium-low level areas are mainly distributed in Guilin,Hezhou and other places.(2)Combined with the general characteristics of land consolidation project implementation in Guangxi,select typical land consolidation project areas,and build the comprehensive benefit evaluation index system of rural land consolidation project on this basis.The index system is composed of 4 criterion layers of economic benefit,social benefit,ecological benefit and landscape benefit and 19 evaluation indicators.It comprehensively analyzes and evaluates the improvement of land consolidation benefit in typical project areas from the aspects of economy,society,natural environment,ecology and landscape,and the evaluation results are comprehensive and reasonable.(3)Grey relational analysis method,fuzzy comprehensive evaluation method and matter-element extension analysis method were used for evaluation,and the evaluation results were roughly the same,but there were still some individual differences.Grey relational analysis method could realize the evaluation of the relative value of the comprehensive benefit of land consolidation in the project area,but it was difficult to reflect the absolute benefit of the evaluation index before and after each project consolidation.Fuzzy comprehensive evaluation can make a total evaluation of fuzzy boundary and difficult quantification problems.Matter-element extension analysis method can better resolve the fuzziness and uncertainty of the comprehensive benefit evaluation system of land consolidation projects and make the evaluation results more accurate.Therefore,matter-element analysis method is applicable in the process of comparison selection and post-implementation evaluation of the implementation plan of rural land consolidation projects.(4)Through the comparative analysis of the results of the three evaluation methods,the final evaluation result is determined as "excellent" comprehensive benefit evaluation grade of Pingguo City project and Rongxian project;The comprehensive benefit evaluation grade of Youjiang District,Bama Yao Autonomous County and Xixiangtang District was "good".It can be considered that the overall effect of land consolidation projects in the typical districts and counties of Guangxi is good.From the perspective of Guangxi as a whole,the evaluation level of western and central regions is higher,which is closely related to the regional economic development level and land consolidation policies.Youjiang District,Pingguo City and Rongxian County are all key areas of land consolidation implementation,which have carried out land consolidation for a certain period of time,which is typical and representative.As one of the first ecological land consolidation demonstration projects in Guangxi,Xixiangtang District ecological renovation project has also achieved good results.(5)Based on the comprehensive benefit evaluation results of rural land consolidation projects,the obstacle degree model was used to identify the restrictive factors.The top two factors restricting economic benefits were increase rate of total output value of the project area and increase rate of land utilization rate,and the main factors restricting social benefits were increase rate of road access and public satisfaction.The top two factors restricting ecological benefits are guaranteed increase rate of irrigation and drainage and increase rate of biological abundance,and the landscape benefits are mainly affected by land leveling rate and landscape optimization degree factors.Based on this,the paper puts forward the countermeasures to improve the benefit of Guangxi rural land consolidation projects: to realize the value increase of land value as the goal,improve the utilization rate of land;Pay attention to the ecological restoration of cultivated land,ecological function and economic parallel;Strengthen the construction of agricultural infrastructure,strengthen the public demand expression and participation mechanism;Protect the rural landscape pattern,improve the village style.
