Following accelerating industrialization and urbanization, China's farmland area is largely decreasing. From 2010 to 2014, the annual area of farmland converted into construction land was about 220,000 hectares. Combined with lack of long-term investment in farmland, quality of farmland is very low in our country. Farmland has middle and low production, even suffer from degradation. The soil erosion area accounts for about a third of the total land area. In addition, soil pollution is very serious, because chemical fertilizers and pesticides are greatly used and the utilization rate is low. Even more, the amount of film usage is far more than the international level. Industrial "three wastes" pollution of the farmland area has more than 5 million hectares. Faced with such serious situation of farmland protection, land remediation has been carried out vigorously in our country. On the one hand, the country can increase the farmland and improve the land utilization to relieve the tense contradiction. On the other hand, the country can also control the land degradation to improve the quality of farmland and promote the increase production of the farmers. Since 2001, China increases the farmland area of 3.62 million hectares through the implementation of land development, consolidation and reclamation. The post project evaluation of the implementation of land consolidation project can not only judge the specific implementation and the benefits of these programs, but also summarize experience and lessons to guide the land consolidation project in the future, improve the level of investment decision-making and play the comprehensive benefits of the project better.This paper carried on theoretical and empirical research about the post project evaluation of land consolidation. Firstly, this paper expounded the basic theory of the post project evaluation, including five aspects of the evaluation contents: the connotation, target, process, economy and environmental impact of the post project evaluation, and five common evaluation methods: comparative analysis, analytic hierarchy process, logical framework, successful degree evaluation and fuzzy comprehensive evaluation. Secondly, this paper expounded the basic theory of the land consolidation, including the meaning, features and contents of land consolidation. Thirdly, my paper used the post project evaluation theory in the land consolidation project, and analyzed the content and methods of post project evaluation of land consolidation project with the evaluation index system, which regarded the comprehensive benefits as the overall objective and made up of twelve indexes, such as planning and design change rate, from the process evaluation, economic, social and ecological benefits these four aspects. Finally, my paper took a case study in Swallow Dun Township in Ningxia Huinong District. My paper calculated the evaluation index through field investigation and information collection, the index weight by applying the Analytic Hierarchy Process(AHP) and Delphi, and the evaluation grade with the fuzzy comprehensive evaluation method. The level of the process evaluation, economic benefits evaluation, social benefits evaluation, ecological benefits evaluation and comprehensive evaluation in this project are partially successful, basic successful, successful, partially successful, successful, respectively. The results show that the implementation of the land reclamation project is generally successful. The project not only increased the area of farmland and land utilization, but also improved the agricultural conditions and farmers' per capita annual income. However, the prophase planning and design are insufficient, and little attentions were paid on ecological benefits. The land consolidation projects in the future should strengthen the investigation and deliberation of the planning, design schemes to improve the accuracy and feasibility of project schemes, improve the public's awareness of ecological protection, and pay more attention to the ecological benefits.
