A Study On The Coordinated Development Of Agricultural Insurance And Agricultural Modernization In Jilin Province

Agriculture is not only a very basic but also a very important industry,but also a very fragile but highly dangerous industry.Jilin province needs to take the primary responsibility as a major agricultural province,regard ensuring national food security as its own responsibility,accelerate the transformation of agricultural development mode,explore more successful experiences of modern agricultural development path,and provide reference for other provinces.This requires Jilin Province to accelerate the development of agricultural insurance and improve the level of agricultural modernization.However,at present,there are some problems in agricultural insurance in Jilin Province,such as insufficient subsidies,weak insurance awareness and insufficient innovation of insurance products.The development of agricultural modernization faces difficulties such as the infrastructure cannot keep up with the requirements of the times,the unclear source of rural development funds,the floating surface of agricultural science and technology,and the low quality of rural labor force.In recent years,the development of insurance industry is closely combined with the process of promoting agricultural modernization.If agricultural insurance and agricultural modernization can really have an impact on each other through the implementation of relevant policies,solve the thorny problems faced by each other and resolve the difficulties,then they can promote the coordinated development of agricultural insurance and agricultural modernization and ensure the food security of Jilin Province and the country.There is an interactive mechanism between agricultural insurance and agricultural modernization.Agricultural insurance is an important support and booster for agricultural modernization.Based on the development status of agricultural insurance and agricultural modernization in Jilin Province,combined with the relevant theories of welfare economy,this paper discusses the interaction mechanism between them.On this basis,this paper selects the relevant data from 2007 to 2020 and empirically studies the interactive relationship between the two systems by using VAR model.Based on this,it is concluded that there is a functional relationship between agricultural insurance and agricultural modernization,which is two-way,that is,agricultural insurance accelerates the construction of New Countryside and is the leader of the development of agricultural and rural modernization,The modernization of agricultural production and the upgrading of agricultural services will be accelerated.This two-way effect can be expressed as an internal interaction mechanism.The benign operation of this interaction is of great benefit to the resolution of their practical difficulties and future development.In order to promote the independent development of agricultural insurance,this paper proposes to improve the current situation of subsidies,improve the legal system and increase the innovation of agricultural insurance.In order to promote the progress of agricultural modernization,this paper suggests to improve the construction of rural infrastructure and strengthen the support of modern agricultural science and technology and material equipment.In order to promote the coordinated development of the two,this paper believes that information sharing mechanism and linkage mechanism should be established.
