As the country pays more and more attention to the national food security under the "dual carbon" goal,the high-quality,green and stable development of agriculture as a basic industry has become the top priority for national security.However,the weak nature of agriculture and the particularity of agricultural products make agricultural development require necessary policy intervention and financial support from the state.In recent years,the scale and scope of my country’s "three rural" total expenditures have continued to expand,involving comprehensive agricultural improvement and development,poverty alleviation,agricultural education and science,rural health,culture and other fields.Most provinces are continuing to explore how to use limited As one of the main agricultural product export and processing bases in my country,Inner Mongolia has been continuously upgrading and improving the management of financial support agricultural funds and the financial support agricultural policy system,but there are still some problems,such as : The implementation effect of agricultural policy is inconsistent with the expected goal,in order to achieve the theoretical optimal expenditure level,the structure is biased towards productive expenditure,the dislocation of input scale and input benefit,and the lack of stable and long-term investment mechanism.It can be seen that under the new macroeconomic development situation,how to adapt policy formulation to actual effects and improve the efficiency of fiscal support for agriculture as much as possible requires further discussion.Therefore,this paper analyzes the agricultural economic development of Inner Mongolia Autonomous Region,and selects the way of financial support for agriculture as the starting point to analyze and calculate the econometric model,in order to provide a basis for improving the fiscal support policy and improving the performance of fiscal support for agriculture in Inner Mongolia Autonomous Region.Based on the data of agricultural economic development in Inner Mongolia from1989 to 2021,this paper uses the econometric method of Christopher Sims(1980)to estimate the dynamic relationship of joint endogenous variables to construct a VAR vector autoregressive model.Structural analysis shows that there is room for optimization in Inner Mongolia’s fiscal support for agriculture.On this basis,it explores the influence of different ways of supporting agriculture on the policy effect.The research conclusion shows that: the current scale of financial support for agriculture in Inner Mongolia is large and the capital investment is large,but compared with the optimal scale,the financial support is not enough,the funding gap is large,and the scale of financial support for agriculture is insufficient and unstable.The scale of financial expenditures in the region has shown an upward trend,but the growth rate fluctuates greatly,the production construction expenditure is too high,and the investment in science and technology and the development of characteristic industries are insufficient.At present,Inner Mongolia’s financial support for agriculture focuses on agriculture,forestry,grassland,water conservancy and poverty alleviation;the expenditure of financial funds for supporting agriculture has a negative effect on the development of agricultural economy,while the investment in fixed assets supporting agriculture has a significant positive impact on the development of agricultural economy.At the same time,the increase in fixed asset investment has a positive adjustment effect on the investment of financial support for agriculture. |
