Study On The Influence Of Financial Support For Agriculture Expenditure On Grain Production In Tai’an City

As the foundation of agricultural production,food crops are an important guarantee for national social stability,but as a part of agriculture,food itself also has the characteristics of weak quality and public product attributes,which requires the support of the government to safeguard agricultural production.As an important means for the country to promote the development of "agriculture,rural areas and farmers",financial support for agriculture expenditure plays a very important role in grain production.As one of the important agricultural production areas in Shandong Province,Tai ’an City plays an important role in the development of grain production in the whole province.It is very important to make good use of the local financial policy of Tai ’an City to support the development of grain production.This paper takes six areas in Tai ’an City as the research object,analyzes the relationship between grain output and financial support for agriculture expenditure,and determines the impact of financial support for agriculture expenditure on grain production,and then optimizes financial support for agriculture expenditure policy to promote grain production.The main research contents and conclusions of this paper are as follows: Firstly,the current situation of the financial expenditure to support agriculture and grain production in Tai’an city is analyzed.The scale of financial expenditure to support agriculture,the intensity of financial expenditure to support agriculture,grain output,grain sown area and grain production conditions are analyzed.Secondly,the input-oriented BCC model with single input and multiple output in the DEA model is used to study the efficiency of the financial support for agriculture expenditure in Tai ’an city.Through the study,it is found that there are differences in the development level of the financial support for agriculture expenditure efficiency in each region of Tai ’an City.The comprehensive efficiency is greatly affected by the scale efficiency,need to increase the input of government funds to support agriculture.Then the VAR model was used to study the long-term relationship between the financial support for agriculture expenditure and grain output in Tai ’an city.It was found that the financial support for agriculture expenditure had a positive impact on grain output,but the effect was small and the level was low.Finally,the fixed-effect model combined with the comprehensive efficiency of fiscal support for agriculture expenditure measured by DEA was used to analyze the impact of fiscal support for agriculture expenditure on grain production.The research results showed that fiscal support for agriculture expenditure had a positive impact on grain output,but the effect was small and the level was low.Factors such as agricultural production structure,industrialization level and rural labor force can also promote the increase of grain production.According to the above research conclusions,the following countermeasures and suggestions are put forward:(1)Expand the scale of fiscal expenditure to support agriculture and improve the input guarantee mechanism.2)We will improve the efficiency with which government funds are used to support agriculture.3)We will guide government expenditures to support agriculture in favor of grain production.(4)We will strengthen supervision of the funds spent by the government to support agriculture.
