With the development of The Times,our economy grows rapidly,but at the same time also produces environmental pollution,unbalanced economic development,etc.People gradually realize that we should not only pursue the speed of development,but also attach importance to the quality of development.Thus,high-quality development emerges.The high quality development of regions is the key to the high quality development in our country.It will affect the overall development of the high quality in our country.However,there are differences in the high quality development levels in different regions.Therefore,the study of regional high-quality development and assessment of its development level can help relevant departments to understand the weaknesses and advantages of high-quality development in different regions,so as to take corresponding development measures to better promote high-quality development.This is of great significance for further promoting high-quality development across the country.Guangdong Province is one of the provinces and cities with the highest degree of openness and the most active economy,but the development of the regions within the province is unbalanced and the gap is large.An important part of Guangdong’s 14 th Five-Year Plan is to coordinate regional development and promote high-quality development.Based on this,this paper takes Guangdong Province as an example to evaluate the high quality development level of this region,which not only validates the effectiveness of the method proposed in this paper,improves the theoretical research on regional high quality development and provides a method reference template for related research,but also helps relevant departments to understand the economic development of this region and provides some development ideas for further promoting the high quality development of Guangdong Province.First of all,by reviewing the literature and following the construction principles of scientific,comprehensive,qualitative and quantitative,representativeness and other indicators,a regional high-quality development indicator system based on three firstlevel indicators,ten second-level indicators and 20 third-level indicators,including enterprise development quality,industrial development quality and social development quality,has been established from the micro,medium and macro levels;Secondly,relevant data information was obtained from relevant websites.For qualitative indicators,the expert evaluation information was described by using hesitation fuzzy set in the way of expert scoring,which fully reflected the hesitation and fuzziness of experts in the decision-making process.Again,this article introduced the ideas of EDAS average solution point grey correlation analysis method,the paper proposes an average solution oriented EGRAS method to evaluate the regional high quality development level,at the same time identify the dominant factor of the development level of regional differentiation,and in the method,the fuzzy environment,hesitant,and puts forward the improved hesitant fuzzy cotangent entropy to determine the index weight,An improved hesitation fuzzy correlation coefficient is proposed to determine the index indirect proximity.Finally,taking guangdong province as an example,according to the established evaluation index system,by creating the model of evaluation of each locally administratered level high quality level of development in guangdong province,creates each locally administratered level differentiation level of development at the same time identify the dominant factor,and according to the results,put forward specific measures,so as to better promote the development of guangdong province high quality.The results show that: first,from the perspective of comprehensive development level,guangdong province’s comprehensive development level is relatively high,and most cities’ high-quality development level is above the middle level.The sorting result is: Guangzhou > Shenzhen > Foshan > Dongguan > Huizhou > Zhuhai > Zhongshan >Jiangmen > Shantou > Zhanjiang > Zhaoqing > Heyuan > Shaoguan >Maoming >Qingyuan > Meizhou > Chaozhou > Yangjiang> Shanwei > Yunfu >Jieyang.Guangdong province high quality level of development can be roughly divided into three echelons,Guangzhou,Shenzhen,Foshan,Dongguan,Huizhou,Zhuhai,Zhongshan belongs to the first tier,the level is higher,Jiangmen,Shantou,Zhanjiang,Zhaoqing,Heyuan,Shaoguan,Maoming belong to the second tier,the level of medium,Qingyuan,Meizhou,Chaozhou,Yangjiang,Shanwei,Yunfu,Jieyang belongs to the third tier,the low level.Secondly,from the perspective of index dimension,the quality of enterprise development,industrial development and social development have different influences on the high quality development level of prefecture-level cities in Guangdong Province.In general,the quality of enterprise development in the first and second tier cities is higher than that in the third tier cities,and the quality of industrial development in the first tier cities is higher than that in the second and third tier cities.Third,from the perspective of prefecture-level cities,the 21 prefecture-level cities in Guangdong province have significant differences in high quality development level,and the leading factors causing the differentiated development level of each city are different.Based on the EGRAS method in this paper,we can intuitively see the difference level of different cities in various indicators.According to the research results,this paper puts forward suggestions and measures for the quality of enterprise development,industrial development and social development in Guangdong Province,and puts forward suggestions and measures for the prefecture-level cities in Guangdong Province according to local conditions in view of the leading factors that cause the different development levels of different regions.
