Study On The Investment Control Of Railway Construction Project Based On The Feasibility Study Stage

Our country is in an important period of deepening the reform of the system. The railway plays an important role in the infrastructure construction and has direct influence on the industrial distribution and structure of our country. Its further development will greatly promote the growth of the national economy, at the same time, it is also an important measure to deepen the implementation of the national economic transformation. The railway construction project has the characteristics of large scale, long cycle, complex technology and it takes a large number of labour, material and money. With the increase of railway construction, the investment is increasing and the financial burden of our country is increasing. How to effectively control the investment in railway construction and reasonably use the construction founds is the focus of the current research on railway construction.In order to solve the problem of founds shortage, this paper takes M railway as an example. The investment control of railway construction project in the feasibility study stage is studied completely. The main researches are as follows:Firstly, this paper made a comprehensive summary of the basic theory of engineering cost at home and abroad, analyzed the influence of each stage on the engineering and proposed the view point that decision-making stage is the key of investment control. It also made the conclusion that investment estimate is the key of investment control in the decision-making stage.Then this paper introduced the concept of investment estimation and the process of making it, and found out the main factors affecting the investment estimate. At the same time, it analyzed the main engineering characteristics and investment estimation characteristics of M railway, summarized the process of making the investment estimation.Finally, this paper made the investment estimation of the feasibility study and adjustment feasibility study, analyzed the construction of the investment, found out the main project and the measure to control it. The investment changes of M railway are analyzed, control measures are propoesd. and the investment of two special workpoint in the M railway is studied to find out the main factors affecting the construction investment and put forward the corresponding measures to control it.
