Energy-saving and emission ruduction of electric power industry is the focus of the overall field of energy-saving emission reduction. After the state proposed the Trial Measures of Energy-Saving Power Generation Dispatching, how to form a complete and specific electric power market transaction dispatching model to achieve the goal of energy-saving and emission reduction in electric power industry is hotspot of the related research. Based on depth analysis of the current domestic and foreign power generation bidding trading models, the paper analyzed the relations of energy consumption, variable costs and pollutant emission, then studied the new trading and dispatching model of power generation market suitable for the energy-saving and emission reduction policy in our country, finally formed a complete solution to according to some key technologies. The specific work and contributions are as follows.1. According to the dispatching principle of sequencing energy consumption and pollutant emission level all kind of generation units proposed by the National Development and Reform Commission, we proposed a new idea to replace the coal consumption with unit variable cost quotation to make on-grid sequencing. On the basis of depth analysis of the relation between unit variable cost and coal consumption, we have demonstrated that the unit variable cost can totally replace the coal consumption for on-grid sequencing with the planned coal price. When the market coal price is not consistent with the coal purchase journey, the unit variable cost is corrected, and the corrected variable cost can replace the coal consumption with on-grid sequencing. Replaced variable cost sequencing with the unit coal consumption sequencing is proposed, the electric power trading center has certain operability in the market trading, so that achieved the goal of grid energy saving and emission reduction at the same time.2. Based on the detailed comparative analysis of the advantages and disadvantages of power generation price transction, active power consumption criterion is presented. A new model is formed based on the rule for effective power consumption. This mode designs the trading and dispatching of electric power into financial system and physical system respectively. The power plants value own electrical quantity through competition with the price to achieve the contract electricity price and the contract electricity quantity in power trading center, and are sequenced in the electric power dispatching center with variable cost to achieve the energy saving and emission reduction. The settlement rule for power generation bidding trading of new mode, Nash equilibrium and game strategy of power suppliers are also discussed in this paper. Through simulation analysis proved the advancement and feasibility of this mode .3. The small unit with low efficiency and heavy energy consumption cannot recover the fixed cost or stably exit from the market. Under this situation, based on two-part system electricity price, the paper proposed the model of Capacity Contract, Efficiency Replacement and Variable Cost Bidding. By confirming capacity contract in advance and conducting efficiency replacement in the trading center, the unit of low efficiency is granted to recover cost and the unit of high efficiency can obtain more profits. According to the unit variable cost quotation and the unit pollutant emission successively, the on-grid power generation sequence on the dispatching side is confirmed. The energy saving and emission reduction is realized through market rules, and on-grid sequence and market settlement. Then the electricity price on the power generation side is stabilized.4. According to the differences in energy consumption and emission among all kinds of units, the model of Energy Consumption Quota, Energy Saving Quota Trading and Variable Cost Bidding is proposed. The energy-saving quota trading of energy-consuming enterprises is introduced into the on-grid power generation bidding trading of power plants. The generated energy of heavy energy-consuming enterprises is replaced by low energy-consuming enterprises through energy saving quota trading in bidding center. Confirming the on-grid power generation sequence on the dispatching side and according to the unit variable cost quotation and emission,the low energy consuming and low pollution units generate more electricity, the heavy energy consuming and heavy pollution units are on the contrary, then the resource is allocated effectively in the total net to achieve the goal of energy-saving and emission reduction of total net.5. Based on the model of Capacity Contract, Efficiency Replacement and Variable Cost Bidding and Sequencing, this paper adopted the structure of combination of C/S and B/S, and utilized the JBuilder9.0 integrated development tool, as well as the Oracle9i database to successfully researched and developed the J2EE-based energy-saving power generation market trading system, and introduced the auxiliary decision-making support system into the grid bidding trading. This paper focused on key technologies such as system structure, development mode, functional module and business process design, etc., and reached the functions of market analysis and prediction, capacity contract trading, auxiliary decision-making of quotation, settlement management, energy-saving management, and unit management, etc. The system is flexible and convenient, with powerful practicality, stable functions and friendly human-computer interaction interface.
