At present,the most effective way to solve environmental problems is recognized internationally by economic means,that is,environmental expenditures.However,due to the lack of effective oversight and management,the problem of government failure can lead to misallocation of local environmental expenditure.The report of the 19 th National Congress of the Communist Party of China clearly pointed out that promoting the modernization of the national governance system and governance capacity is one of the general goals of comprehensively deepening the reform.Under the guidance of the "people-centered" thought,incorporating the people into the national governance system has become one of the specific practices.Through the participation of the people,effective governance of local government failure is an important means to improve the efficiency of public environmental expenditure.With the increasing awareness of the importance of environmental protection,realizing industrial transfer and gradually promoting industrial restructuring has become an important task for us.Based on this,this paper selected 41 prefecture-level cities in the Yangtze River Delta region as samples to explore the direct effect and spatial spillover effect of public participation in social governance on local public environmental expenditures,and analyzed the regulatory role of industrial structure adjustment.First,this paper sorted out the relevant literature on public participation in social governance and local public environmental expenditure,reviewed related theories,and analyzed the mechanism of public participation in social governance,industrial structure adjustment and local public environmental expenditure.Secondly,based on the panel data of 41prefecture-level cities in the Yangtze River Delta region from 2009 to 2018,this paper used the spatial Durbin model of fixed effects to analyze the direct effect and spatial spillover effect of public participation in public participation in social governance on local public environmental expenditure.The robustness test was carried out.Finally,with the rationalization of industrial structure and the advanced of industrial structure as the two directions of industrial structure adjustment,the adjustment effect of industrial structure adjustment on public participation in social governance and local public environmental expenditure is analyzed.The above empirical evidences were tested for robustness.Through the above research,this paper drew the following conclusions:(1)Social governance enables the public to participate in the formulation and implementation of environmental policies,broadens the public’s supervision platform and path for environmental issues,and effectively increased local public environmental expenditures.(2)Public participation in social governance can enable local governments to form a green development concept that is consistent with the interests of the central government and the public,break the“climbing” behavior of local government environmental expenditures,and form a positive“spillover effect” on adjacent local public environmental expenditures.(3)On the premise of reaching a consensus on green development through public participation in social governance,the rationalization of the industrial structure creates a better social governance environment and convenient channels,while increasing the sources of environmental expenditures and ultimately expanding the public environmental expenditures in the region.Through the spillover effect,the level of industrial rationalization in adjacent areas can be improved,and the efficiency of environmental protection can be improved.Therefore,adjacent areas can achieve good governance effects with less public environmental expenditure.(4)The advanced industrial structure cannot regulate public participation in social governance and local public environmental expenditure.The current direction of industrial structure adjustment should be based on the rationalization of industrial structure.
