| Over the past four decades of reform and opening up,China’s economy has maintained sound growth and industrialization and urbanization have developed rapidly,supported by land resources.With the gradual development of industry,the demand for industrial land is increasing.In the process of transferring industrial land,problems such as single way of transferring,low price of transferring,low entry threshold of project and extensive land use are gradually revealed.Because land irrefragable,tightening in new construction land resource in our country,relying on the blind expansion of industrial land use scale to develop industrial economy has not,must respond to the country to deepen reform,promote the elements of market allocation,economical and intensive land use policy decisions,by way of reform for the transfer of land for industrial use,using administration to relieve the contradiction between supply and demand.Nanchong is an important node city in the northeast of Sichuan province with a large population.The construction of chengdu-Chongqing twin cities economic circle will bring great development opportunities to Nanchong.The golden period of industrial development is coming,but it also faces practical problems of upgrading traditional industries,strengthening and consolidating emerging industries and thriving leading enterprises.Therefore,it is the key to promote the industrial economic development of Nanchong city to optimize the management of industrial land transfer,improve the efficiency of industrial land use and solve the problems of industrial land use.Taking nanchong city as study area,combining the theory of new public management,resource allocation theory,land rent theory,land intensive utilization theory,using the literature research method,qualitative analysis method,interview method and other methods,take "current situation-problem-countermeasure" as context,analyze the management of industrial land transfer in the city from 2016 to2020,combined with interview records and specific cases,it is found that there are some problems in the management of industrial land transfer in this city,such as low efficiency of approval,unreasonable price of transfer method,weak supervision after supply,and difficult disposal of idle and inefficient land.On the basis of analyze the cause of the problem,draw lessons from nanjing and other places for advanced management experience,from optimization of transfer process,improve the system of supply,advance for regulatory system construction,strengthen the idle after inefficient industrial land disposal policy put forward countermeasures and suggestions to strengthen the management of the transfer of industrial land,expecting to nanchong management become more scientific and more reasonable for the transfer of land for industrial use more efficient,Nanchong city industrial land market development has become more healthy and orderly. |
