In China,talents play an important role in the competition between enterprises,and foreign companies are no exception.With the continuous changes in China’s market,a large number of local state-owned enterprises and private enterprises have emerged,coupled with the weakening of preferential policies such as taxes enjoyed by foreign enterprises,the sharp rise in production costs in China and other factors,the role and salary advantages of foreign enterprises in China have also changed,which has led to the advantages of foreign-funded enterprises in the competition for talents Weakening,there has been a large outflow and poaching of talents,and talent recruitment is also facing unprecedented difficulties.The headquarters of foreignfunded enterprises are mostly located in first-tier cities,and the influence of foreignfunded enterprises in second-and third-tier cities is relatively worse.At the same time,the total number of talents in China’s second-and third-tier cities is far inferior to that of first-tier cities,and there are also big differences in quality.Due to the lack of location advantages and resource advantages of first-tier cities,the talents of foreign enterprises mostly regard second-and third-tier cities as "springboards" or exercises and "gilded" places,which makes the loss of foreign-funded enterprises in secondand third-tier cities more prominent,and has become a problem for the development of foreign-funded enterprises in second-and third-tier cities.In view of this,this paper takes L Company as an example,uses relevant theories such as human resource management,analyzes the current situation of L Company and the causes and impacts of talent loss in second-and third-tier cities,and proposes corresponding countermeasures.In the research,a combination of qualitative and quantitative research is used.First of all,the basic research on the brain drain of enterprises is summarized by the literature research method to provide theories and results,and the reasons for the brain drain are preliminarily summarized under the guidance of theory;secondly,in the quantitative analysis and research,the network questionnaire method is used From the perspectives of salary satisfaction,internal environment,external environment of the company,personal factors,etc.,the loss of L company in second-and third-tier cities is investigated,and the main factors of talent loss of L company in second-and third-tier cities are analyzed.Through the investigation and analysis of the problem of brain drain in L Company’s second-and third-tier cities,combined with theoretical knowledge,the author proposes to improve the salary system,normalize the response strategy under the epidemic,attach importance to recruitment and promote the rational flow of talents,cultivate harmonious interpersonal relations,strengthen exchanges,establish a scientific and effective talent incentive and promotion mechanism,and improve employee training The response strategy aims to solve the problem of brain drain in second-and third-tier cities of foreign-funded enterprise L companies.In addition to being used as a reference for L companies,it can also provide reference for other foreign companies in second-and third-tier cities.
