Study On Government Supervision Of Online Catering Food Safety In Nanchang City

With the rise of the Internet,online catering has become a catering form juxtaposed with offline catering.It has experienced three stages: Exploration(1999-2013),launch(2013-2016)and rapid development(after 2016).The transaction volume,audience scope and scale are showing a growing trend.Online catering has the characteristics of many and scattered potential food safety hazards,involving a large number of institutions and personnel,and the overall supervision is very difficult.Therefore,how to strengthen the supervision of online catering food safety has become a subject of widespread concern in academia,food safety supervision institutions and the public.Looking at the research results of online catering food safety supervision by scholars at home and abroad,most of them are not based on the guidance of relevant theories,nor can they be carried out in close combination with specific cases.Therefore,the research of this topic is of positive significance at both theoretical and practical levels.This paper based on stakeholder theory,information asymmetry theory and responsive supervision theory,this study understands Nanchang consumers’ cognition and evaluation of existing state of online catering food safety regulation in Nanchang through questionnaire survey,and understands the cognition and specific measures of the third-party trading platform on online catering food safety supervision through interview,This paper reveals some problems existing in the practice of online catering food safety supervision in Nanchang at the present stage,which are mainly reflected in the following aspects: the concept of online catering food safety supervision is not accurate and comprehensive,the supervision measures are difficult to form a strong deterrent and binding force,the supervision responsibilities of the third-party trading platform are not well performed,and the supervision mode of multi governance has not been effectively formed.Obviously,there are many reasons for the above problems,mainly related to the publicity and education of online catering food safety,relevant regulatory laws and regulations,imperfect regulatory mechanism and so on.For this,this study focuses on updating the basic concept of online catering food safety supervision on the basis of fully learning from the beneficial experience of food safety supervision in Beijing and Shanghai and developed countries such as the United States and Japan Supplement the local legal system,advocate the government supervision mode of pluralistic co governance,and optimize the means of supervision.These four aspects provide train of thought guidance for the strengthening of online catering food safety supervision in Nanchang,strive to form an online catering food safety supervision system in line with the characteristics of Nanchang,and build a relatively perfect and powerful online catering food safety guarantee system for Nanchang citizens.
