| With the progress of China’s reform and opening up,China’s foreign trade volume has maintained rapid growth,of which China US trade volume accounts for a large part.However,the United States believes that China’s rapid development threatens its hegemony,so it regulates China in various ways,such as including China’s high-tech enterprises in the entity list.Among the sanctions imposed by the United States on China,the high-tech industry is the most important target in the U.S.export control policy,which not only limits China’s import of high-tech,but also hinders the short-term development of China’s high-tech enterprises.Therefore,it is of great significance to study the impact of American export control on the technological innovation of China’s high-tech industries,both in theory and in practice.It not only enriches the theoretical suggestions for the regulated industries,but also provides a certain reference for China in the formulation of policies to deal with export control,so as to make China have an advantage in the trade game with the United States.Based on the above background,this thesis constructs measurable indicators of U.S.export control policy according to public data,and analyzes the impact of U.S.export control on the technological innovation ability of China’s high-tech industry.Using a variety of methods to study the export control of the United States.First of all,through the analysis of the list of American entities,we can understand the current situation and changes of American export control over China’s high-tech industry.Through the specific analysis of American export control measures and entity list,we find that the American control over China’s hightech industry is mainly aimed at enterprise entities,and the main regulated high-tech industry has changed from aerospace industry to electronic communication industry and computer industry,And the regulation will be further tightened in the future;Secondly,collect the relevant data from UN COMTRADE,the Ministry of Commerce of China and the National Bureau of statistics of China,quantify the strength of American export control,and carry out an empirical test on technological innovation at the industry level.Through regression analysis,it is considered that American export control has a negative impact on the technological innovation ability of China’s high-tech industry and hinders the further development of China’s high-tech industry;Then,select Huawei enterprises for case analysis,study the specific impact of U.S.export control on Chinese high-tech enterprises,believe that the negative impact of U.S.export control on the development of Chinese high-tech enterprises and industries does exist in the short term,and learn from the relevant experience from the response measures taken by Huawei enterprises.Finally,it comes to the conclusion that American export control has certain obstacles to the development of China’s high-tech industry,but in the long run,the development and growth of China’s high-tech industry and the whole country is unstoppable,and puts forward countermeasures and suggestions according to the research conclusions of the article. |
