Spatio-temporal Characteristics And Influencing Factors Of Coupling Coordination Between New Urbanization And Green Development In Jiangxi Province

According to the 2035 vision goal and the outline of the 14 th Five-Year Plan,"the urbanization rate of China’s permanent population will increase to 65%" in the next five years.It is expected that China’s urbanization rate will continue to grow rapidly.New urbanization,which blindly pursues urban scale and spatial expansion in the past,gradually requires urban development to achieve environmental friendliness,resource conservation and ecological civilization.Promoting new urbanization with the concept of green development will be the main content of China’s modernization in the new era.Jiangxi province is a typical representative of areas with relatively leading green development and relatively lagging new-type urbanization construction.To study the coordinated development of new-type urbanization and green development in Jiangxi Province and put forward relevant policy suggestions has very important reference value for new-type urbanization and green development in similar areas in China.This paper first analyzes the status quo of new urbanization and green development in Jiangxi Province,and then uses the panel data of prefecture-level cities in Jiangxi province from 2010 to 2019 to construct the evaluation index system of new urbanization and green development level in Jiangxi Province and measure it by entropy method.Secondly,the coupling coordination degree model was constructed to measure the coupling coordination development of the two.The spatial and temporal characteristics were analyzed by Arc GIS spatial visualization method,and the differences were analyzed by Theil index.Finally,the Tobit panel vector model is constructed to test the level of economic development,industrial development,technological innovation,opening-up and urban-rural population structure,and analyze its impact on the coupling coordination degree of new urbanization and green development in Jiangxi Province.The results show:(1)From 2010 to 2019,the level of new-type urbanization and green development in Jiangxi Province has generally been significantly improved.From the perspective of time,the level of new-type urbanization in Jiangxi Province has shown a steady upward trend,while the level of green development in 2010-2015 is generally expressed as Uptrend,2015-2019 generally showed a volatile and slightly downward trend.From the perspective of spatial dimension,the spatial distribution characteristics of the new urbanization level in Jiangxi Province generally show a trend of “high in the northwest and low in the southeast”;while the spatial distribution characteristics of the green development level have changed from “high in the northeast,high in the southwest” to “high in the southeast and low in the northwest”.(2)The new-type urbanization and green development in most areas of Jiangxi Province are developing towards a more coordinated trend.By 2019,most prefecture-level cities in Jiangxi Province have reached “intermediate coordination”,and the new-type urbanization and green development in Jiangxi Province are coupled.The “polarization” of coordination degree has been improving,but the level of new urbanization in most areas is still lower than the level of green development,and the spatial distribution characteristics of the level of coupling coordination have changed from “North Jiangxi > West Jiangxi > Northeast Jiangxi > South Jiangxi” to “Northeast Jiangxi > South Jiangxi > North Jiangxi > West Jiangxi”,2015 is a turning point for the coupling coordination level to achieve leapfrog,Most of the prefecture-level cities in Jiangxi Province achieved the “upgrade” of coupling coordination level in 2015.(3)From the perspective of influencing factors,the level of economic development,technological innovation,and government control will have a significant positive effect on the coordinated development of new urbanization and green development in Jiangxi Province;the level of opening to the outside world will have a significant negative impact on the coordinated development of new urbanization and green development in Jiangxi Province;the level of industrial development will not have a significant impact on the coordinated development of new urbanization and green development in Jiangxi Province.Finally,based on theoretical analysis and research conclusions,in view of the current economic development of Jiangxi Province,practical and feasible policy recommendations are put forward for the coordinated development of new urbanization and green development in Jiangxi Province.Finally,according to the theoretical analysis and research conclusions,according to the actual economic development situation of Jiangxi Province,practical policy suggestions are put forward for the coupling and coordinated development of new urbanization and green development in Jiangxi Province:(1)Formulate differentiated policies and promote new urbanization according to local conditions.(2)Strengthen government control and innovate urbanization governance methods;(3)Promote the coordinated development of new urbanization and green development with green technology innovation;(4)Establish policies to limit the transfer of external environmental costs and restrict high-polluting foreign investment project entry.
