Study On The Diagnosis And Countermeasures Of Farmers’ Cooperatives In Shimian Countyof Sichuan Province

China is in a new stage of modern national construction,and comprehensively promoting rural revitalization is the primary task.As a new agricultural management subject,farmer cooperatives play an extremely important role in rural revitalization.Since the promulgation and implementation of the “Farmers’ Professional Cooperatives Law” in 2007,after years of development,China’s farmers’ cooperatives have a huge number,but also the number and quality of the contradictions can not be synchronized development.A large number of irregular cooperatives such as “shell cooperatives” and “zombie cooperatives” have emerged,which disturb the development order of cooperatives and are not conducive to the long-term stable and healthy development of farmer cooperatives.Based on the existing research of farmers’ cooperatives and combined with the actual situation of the development of cooperatives in Shimian County of Sichuan Province,this paper takes the healthy and sustainable development of farmers’ cooperatives in Sichuan Province as the starting point,conducts field research on farmers’ cooperatives in Shimian County of Sichuan Province,and evaluates and diagnoses according to the survey data.In this paper,28 farmer cooperatives in Shimian County were randomly selected as diagnostic evaluation samples,and a diagnostic index system of farmer cooperatives development including 46 three-level indicators was constructed by expert assignment method.Then assign weight to each index;dimensionless processing of raw data with differences in quantity units and levels;the score of each single indicator and the comprehensive score are calculated;the common problems in the development of cooperatives are classified and analyzed to explore the problems existing in different types of cooperatives.In order to provide data support for promoting the classified development of cooperatives and the formulation of differentiated support policies in Shimian County,and provide reference for the development of farmer cooperatives in Sichuan Province.The results of the diagnosis showed that the overall stage of rapid growth was 8for mature development,7 for growth development and 9 for differentiated development.These three types of cooperatives combined 24,accounting for 86 per cent of the total number of cooperatives surveyed.Judging from the primary diagnostic indicators,the farmer cooperatives in Shimian County show the overall characteristics of development foundation and good development results,but the development mechanism and development sustainability are insufficient.Among the16 secondary indexes,the scores of 7 secondary indexes,such as basic accumulation,cooperation mechanism,distribution mechanism,economic benefit,social benefit,production sustainability and information construction,were low.From the different types of cooperatives show different operating efficiency,village cadres led cooperatives operating efficiency is better than large-scale led,company-sponsored,people-driven cooperatives;the operating efficiency of equity decentralized cooperatives is better than that of equity centralized cooperatives;mixed cooperatives operating efficiency is better than service-oriented and production-oriented cooperatives;the external support of cooperatives is significantly positively correlated with the development effectiveness of cooperatives.According to the ranking results of the comprehensive strength of the first-level,second-level and third-level indicators of 28 cooperatives,Pingyang Huangguogan Cooperative first in the comprehensive strength;therefore,Pingyang Huangguogan Cooperative in Shimian County is taken as an example for case analysis,and the results show that the development of the cooperative has internal and external support.Strong basic strength;high level of standardization;the development mechanism is basically improved and combined with enterprise operation;development effectiveness is well consolidated,stable and sustainable.Based on the above conclusions,the paper puts forward the following Suggestions: First,strengthen the basic construction of the development of farmers’ cooperatives,establish the basic structure of three layers of a meeting,the accumulation of assets,credibility and brand;second,to further improve the development mechanism,improve the farmers’ cooperatives system specification,solve the problems of farmers’ cooperatives financial operation is not standardized,lack of professional cooperatives personnel;third,consolidate the development of the results achieved,strengthen the commercialization of agricultural products,brand building,sales channels and other aspects of capacity to enhance its operational capacity and sustainable profitability;promoting healthy and sustainable development of cooperatives.
