In recent years, government focused on the "three rural issues", continuing to strengthenefforts to support the agricultural industry, how to develop the economy in rural areas,increase farmers’ incomes become the focus of concern. Farmer cooperatives of our countryas an important rural cooperative economic organizations, in order to reduce transaction costsof farmers, improve farmers’ market dominant position to withstand market risks and madeimportant contributions. Interest has been the key issue of human social and economicactivities. China is emerging as an organizational development cooperatives limited time,there are still a lot of problems in the interests of the mechanisms, in particular thedistribution of benefits. If the problem of the distribution of benefits is not solved, it willaffect the stability of cooperatives and cooperative organizations members’ enthusiasm,thereby affecting the survival and development of cooperatives and members of their owninterests. Although China’s implementation "Farmer Cooperatives Act" in2007, expresslyprovides that the cooperative surplus allocation order, principles and proportions, but thereality is more complex, there are still many problems in the specific implementation, leadingto the current distribution of the surplus is very specification.Based on previous studies, this paper starts from the nature of a cooperative organizationand guide with cooperative game theory, starting from the interests of the cooperativestakeholders, analysis of natural resources due to the different interests of the variousstakeholders in the status and role of cooperatives and mutual relationship, and thensummarizes the consolidated results of previous studies of the factors that affect the interestsof cooperatives and individual proposed allocation scheme based on these factors,respectively, and in order to put forward solutions to cooperative game mode distribution planfrom the perspective of cooperative game. Finally, comprehensive Fu TOPSIS method theright to put forward a comprehensive plan for the distribution of the factors considered toprovide useful assistance to the reality of the distribution of benefits of cooperatives.Firstly, the distribution cooperatives combing interests cooperative game theory and thetheory, and from the perspective of the stakeholders of the current co-founder of the mainstakeholders involved in the process, as well as their own position and role in cooperatives;Secondly, analysis the status of China’s cooperative distribution of benefits and problems,and analyzes the main factors affecting the distribution of benefits; Then establishcooperative game model of cooperation and collaboration to solve each game from the solution and the distribution of two factors affect the interests of establishing the appropriateallocation model, using TOPSIS method presents a comprehensive approach to empower eachassignment allocation model. Then, through an example comparative analysis of thefeasibility and advantages of this method, and the results of numerical examples based on theanalysis of the opinion that the approach than considering the allocation of a single factoroffense hair more scientific and reasonable. At last, this paper study concluded thatcooperative systems and mechanisms should be improved, the need to integrate cooperativeinterest objectives, establish the interest risk protection mechanism, strengthen thecooperative laws publicity, articles of association and the development of measures toimprove the management system, improve the regulatory mechanism cooperative distributionsystem to protect fair and reasonable.
