Empirical Study On Farmers' Specialized Cooperatives Of Tonghe County In Heilongjiang Province

Since the 1990s, China's agricultural and rural economy has undergone profound changes which can be described as the agricultural market being changed from the seller's market into the buyer's market, and the agricultural products competition being transformed from the domestic market toward the worldwide market. Under such circumstances, the problem that small-scale farmers can not effectively connect with the competitive market is emerged, and the limitations of the household contract responsibility system are gradually appearing. As a result of the institutional change, farmers'specialized cooperatives can make up the limitations of the household contract responsibility system, increase the organizational degree of the farmers, promote the farmers'negotiation status in the agricultural products market, decrease the farmers'risk of participating in the market competition, and effectively connect the small-scale farmers with the competitive market.The Law of the People's Republic of China on Farmers'Specialized Cooperatives which is promulgated in October 2006 came into forces on July 1th, 2007. From then on, China's farmers'specialized cooperatives walked on the road of legalization. But in general, the development of the farmers'specialized cooperatives in China which exposed many problems is not satisfactory.In view of this situation, and based on the actual situation and the spot investigation, this paper analyses the current situation, the exsisting problems and the influencing factors of farmers'specialized cooperatives of Tonghe county in Heilongjiang Province. At the end of this paper, some countermeasures and suggestions are proposed in order to promote the development of the farmers'specialized cooperatives of Tonghe county in Heilongjiang Province. Specifically speaking, there are 8 parts in this paper. The first part is Introduction which provides an overview the study background, purposes, significance, and arrangement. Based on the summarization of the literature review of agricultural cooperatives at home and abroad, this part lay a good foundation for the later parts of this study. The second part is Theoretical Basis on Farmers'Specialized Cooperatives which defines some relavent concepts and summarizes the relavent theories. The third part is The Current Situation of Farmers'Specialized Cooperatives of Tonghe County in Heilongjiang Province, whose contents are the development course, the current situation, and the role of the farmers'specialized cooperatives of Tonghe county in Heilongjiang Province. The fourth part is about the existing problems in the development of farmers'specialized cooperatives of Tonghe county in Heilongjiang Province. In this part, some existing problems are classifized into 3 categories which are the establishing problems, the operational problems and the problems of cooperative members. The fifth part introduces the influencing factors on the development of farmers'specialized cooperatives of Tonghe county in Heilongjiang Province. In this part, the influencing factors are classified into 5 categories which are the factors about farmers themselves, the factors about the agricultural production, the factors about the cooperatives'operation, the factors about the market and the factors about the Institutions. Based on the data of investigation, and by using the principle-component method and SPSS10.0, this sixth part evaluates the contribution ability of all the 8 areas of Tonghe county. The seventh part of this paper is called Countermeasures and Suggestions on the Development of Farmers'Specialized Cooperatives of Tonghe County in Heilongjiang Province. The countermeasures and suggestions proposed are based on the former empirical analysis and normative analysis. The last part is the paper's conclusion part which summarizes all the conclusions of the study.
