Henan Province, Farmers' Professional Cooperatives Development Problems

The Seventeenth National Congress of the CPC taking place in October, 2008 has made big decisions on rural reform and development. One of the big decisions is supporting and expediting the development of Farmers' Specialized Cooperatives in order to make it a modern agricultural organization guiding farmers to participate in both home and overseas market competition. The government takes developing Farmers' Specialized Cooperatives a good and fast way of quickening rural reform and development; a good and fast way of achieving agricultural development, rural prosperity and the income increasing of peasants; a good and fast way of promoting coordination between city and countryside and coordination in tertiary industries; and a good and fast way of achieving economic and social development.With respect of the current situation in Henan Province, how to make people know the functions of Farmers' Specialized Cooperatives, how to deal with restricts in the development of Farmers' Specialized Cooperatives, how to carry out the spirit of law and basic concepts of cooperatives and how to ensure the guiding functions of public institutions in the development of Farmers' Specialized Cooperatives is considerably important in innovating Chinese rural microeconomic, activating farmers' zeal of participating in the market competition, increasing rural income and pushing forward the building of a new socialist countryside. This paper is a good try in this aspect.Five parts are included in this paper:The first part is the Introduction. It is mainly about the origin and significance, document reviewing, theoretical tools and methods, and innovation of the research.The second part is about the history and the current situation of the development of Farmers' Specialized Cooperatives in China. It briefly reviews the developing course of Farmers' Specialized Cooperatives in China according to three periods, the past, the period after New China's establishing and the reforming and opening-up period.The third part makes empirical analysis on cultivation and development of Farmers' Specialized Cooperatives. It introduces the base situation of the construction of Farmers' Specialized Cooperatives in Henan Province, and probes the difficulties and problems existing in the process.The fourth part gives some revelation from several typical foreign Specialized Cooperatives.The fifth part is about the concrete measures aiming at cultivating and developing Farmers' Specialized Cooperatives in Henan Province. It suggests the corresponding solution and relevant countermeasures of the problems occurred.The paper is innovative in two aspects:It fully analyzes the current situation, development experience and the difficulty in developing Farmers' Specialized Cooperatives in Henan Province. On this basis, the author suggests some strategies in developing Farmers' Specialized Cooperatives in Henan Province, destination, government's responsibilities and perfecting interior governance mechanism are included.This paper also investigates growth and development of Farmers' Specialized Cooperatives, claiming that governmental strategic choices including establishing support system and strengthening education and training are considerably important for the steady, fast and healthy development of Farmers' Specialized Cooperatives.
