China’s economy has changed from a high-speed growth stage to a high-quality development stage.At this time node,we need to consolidate the achievements of poverty alleviation and lead the people to achieve the goal of ultimate common prosperity.With a large population,resources and policy support,urban clusters are the main front for China’s high-quality and sustainable development in the future,and also the vanguard to lead all the people to achieve common prosperity.But in recent years,Sino US trade war,geopolitics and COVID-19 have been challenging China’s city construction.Some city can absorb their own advantages,but some city is in a negative position under the impact.In this regard,more and more scholars began to use the words "resilience","economic resilience" and "urban resilience" to explain the differences shown by regions in the face of shocks."Resilience" refers to the ability of the system to recover from the impact.Urban resilience follows the relevant concepts of resilience,takes the city as a dynamic system,integrates its internal economic,social,ecological,infrastructure and other resources,studies how to maintain the existing functions of the city in the event of external impact,and enables the city to achieve a new balance through learning,innovation and coordination.The research on urban resilience in the existing literature is still limited to the research paradigm of economic resilience,and there is no further research on the theory of urban resilience.At the same time,the measurement of urban resilience is mostly concentrated in a single region,and there is no research on urban agglomeration and urban internal differences.Based on this background,this paper first clarifies the connotation of urban toughness,divides it into physical system and social system,and constructs a comprehensive evaluation index system of urban toughness;Secondly,taking the three representative urban agglomerations in China as the research object,the entropy method is used to calculate the urban toughness,and the temporal and spatial evolution of the urban toughness of the three urban agglomerations is analyzed;Finally,the influencing factors of urban toughness of the three urban agglomerations are determined by using the geographic detector model.The results show that from the perspective of time evolution,the urban resilience of the three urban agglomerations showed an upward trend from 2010 to 2019.The resilience of cities in the Pearl River Delta is the highest and that of cities in Beijing,Tianjin and Hebei is the lowest.In the past decade,urban agglomerations have faced two shocks,the first was China’s economic transformation from 2012 to 2014,and the second was China US trade friction in 2017.In the face of these two shocks,the Pearl River Delta urban agglomeration showed the strongest urban toughness,and the Beijing Tianjin Hebei Urban Agglomeration showed the weakest urban toughness.From the perspective of spatial evolution,the polarization within the Beijing Tianjin Hebei Urban Agglomeration is serious,and the development of urban resilience between regions is uneven.The urban resilience development of the Yangtze River Delta urban agglomeration is the most balanced,but there is a lack of cities with high resilience.The Pearl River Delta urban agglomeration has obvious polarization characteristics,with the largest difference in urban toughness and the most uneven development.From the perspective of influencing factors,the level of economic development,scientific and technological innovation ability,infrastructure construction and social security have a significant impact on the overall urban resilience of the three urban agglomerations.For the three urban agglomerations,the influencing factors are different.Based on the above conclusions,this paper puts forward research suggestions:Beijing,Tianjin and Hebei should weaken the imbalance between regions,the Yangtze River Delta should cultivate high toughness leaders,and the Pearl River Delta should vigorously support the construction of low toughness cities.
