The moderately advanced infrastructure of highway construction has become an important strategy of China’s 14 th Five year plan,and also been a critical decision of the 19 th National Congress of the Communist Party of China.The policy of our country encourages social capital to participate in infrastructure projects such as investment,financing and construction by various channels.Combined with the new situation and development concept,it has become one of the paths chosen by multiple parties that promoting and using the public-private partnership(PPP)model to utilize the advantages of both the market and the government.The PPP model has gradually entered a period of stable development after the initial rapid advancement and subsequent rectification.In the next stage we focus on promoting the high-quality development of the PPP model to stimulate the market vitality and development endogenous power to a greater extent,by further improving the business and financial environment,and guiding more financial institutions and high-quality long-term social capital to invest,and then promote healthy competition and coordinated development of the PPP model.Now both government and enterprises face a thorny problem,they should carefully choose and introduce PPP mode to prevent the hidden risks brought by the continuous renewal of PPP model.Accordingly the research on highway risk management using the PPP model is conducive to the high-quality development of PPP in a new phase,and the modernization of government and enterprise governance system and the rapid improvement of governance capacity,and constantly play a positive effect.This article research on the risk management of A company GL expressway project using PPP mode.the first and second chapters describe the domestic and foreign PPP mode and the risk management theory and practice foundation of expressway project.The third Chapter provides basic background of the GL Expressway project information for the research of this article,including basic situation,operation mode,feasibility analysis,project participants and main responsibilities and rights division,GL high-speed project risk period division and identification,etc.In chapter four we build a risk evaluation index system in line with this project,combined the qualitative analysis of expert investigation method with the quantitative analysis of the AHP analytic hierarchy process,then the risks can be identified and rank according to the rank of decisions and calculated weights,finally the risk is comprehensively judged and evaluated.The fifth part puts forward the risk prevention countermeasures of the main risk items from the perspective of investors according to the risk judgment results.We come up with seven safeguard measures to control and avoid risk,including integrated management of investment,financing,construction,management and transportation,decision management,whole-process risk management,whole-process consulting management,post-project evaluation management,optimization of risk identification and assessment management,strengthening of risk talent management,etc.We expect this study could provide a reference for the sustainable development of highway project investment and financing under the PPP model.Chapter 6 mainly introduces the conclusions and prospects of the research in this paper,in order to firmly lock the transfer and change of key risks at various stages from multiple method,angle,dimensional throughout the Whole-life cycle risk whole-process management,We look forward to promote the development of highway projects using the PPP model to be better,faster,more stable and sustainable.
