Research On Risk Management System Of TD Phase Ⅲ Project In Full Life Cycle

The TD PhaseⅢproject of Heilongjiang Mobile is the application of intellectual property in China's own TD-SCDMA technology, the implementation of the project is of strategic importance, not only will greatly enhance the competitiveness of enterprises, meet the need of customers, enhance the image of China Mobile Enterprise; but also promote the development of the entire 3G industry, promote independent innovation,to impetus social employment,technological advancement and national economic development and create a favorable market environment.Based on the TD PhaseⅢproject risk analysis, this paper analyzes the risks of construction project full life cycle in risk identification, risk assessment and risk response. The construction project for risk management systems of communication life cycle proposed in this paper will provide risk management examples for communications construction items. It is of important value for communication construction project full life cycle risk management in China.Firstly, this paper analyzes comprehensively the TD PhaseⅢfull life cycle project risk in pre-construction period, the project construction period and the project later stages, and then analyzes the risk characteristics and the results of risk identification of each phase.Secondly, this paper classifies the sources of risk and the risk levels in TD PhaseⅢproject, identifies the main risk of the project, and then assesses the TD PhaseⅢproject life cycle risk in both qualitative analysis and quantitative analysis. And this paper points out the key risk in early stage of the project, construction period and period of the projectFinally, this paper gives the appropriate risk response strategies.
