Since 1988, when the first highway in our country- the completion of Hujia expressway, fast development of highway construction industry in China, according to the statistics by the end of 2014, up to 10.62 highway, highway traffic mileage franchises in the world has more than United States. Rapid development of highway infrastructure construction determines that its investment is quite huge. Development and problems with memory are at the same time, such as the construction of the early decision-making unreasonable planning, the design scheme and construction stages failed to merge, lead to Waste of resources; Did not get reasonable control time to limit for a project and quality management, lead to fast construction period and poor quality affect the maintenance costs of operation and maintenance phase; Construction and operation and maintenance phase of the cost management attaches great importance to the degree of unequal in case of higher maintenance costs also abound. In existing, on the basis of whole life cycle cost management for BOT + EPC model of whole life cycle cost management theory to do further analysis and summary, in order to be a better cost management plan, made for the construction of the highway industry toward the sustainable development of resource saving and environmentally friendly direction.Based on the analysis of the highway BOT + EPC model and at the same time into the whole life cycle cost management of construction project, established a set has the characteristics of BOT financing mode, EPC unique characteristic of general contracting highway BOT + EPC mode the whole life cycle cost management system. And based on this theory, the whole life cycle cost management can be divided into the initial construction phase and operation maintenance cost management, using principal component analysis(PCA) to determine the impact of cost factors, the impact factor membership degree by changing the construction and operation periods of way to determine the relationship between the three cost management on behalf of the construction and operation periods, fuzzy recognition method is adopted to establish the calculation model of cost estimation to estimate the cost of three kinds of solution. And through the Fengdu-Shizhu highway engineering project to show that the scheme is effective and practical.Looking for better cost management methods, to achieve maximum benefits of cost management is the core idea of this article research. For cost optimization can provide for the further study of the construction project cost management idea, is also expected to the whole life cycle of the construction project cost management research and practice work help and reference.
