Although China has a large land area,the per capita land area is small and cultivated land resources are scarce.At present,urbanization is accelerating,and the contradiction between supply and demand of construction land is becoming increasingly prominent.Economical and intensive use of land,taking a new road of less or no occupation of cultivated land and efficient use of construction land are the basic national policies that China needs to adhere to for a long time.As the forefront of urban development,the development zone plays an important role in promoting economic development,improving infrastructure,attracting and cultivating talents and optimizing the business environment.As a special area consuming land resources,it is also the core area of industrial agglomeration.The level of economical and intensive land use in the development zone basically represents the level of economical and intensive land use in a city.However,in the development process of many years,there are many problems in development zones at all levels,such as land approval but unused,more idle and inefficient land,low land development intensity and efficiency,extensive land use and so on,which seriously restrict the transformation and upgrading of economic development,let alone the construction of a resource-saving society.In order to improve the quality and efficiency of economical and intensive land use,in 2020,F City issued the implementation opinions on carrying out the special action of "land saving and efficiency enhancement".This paper takes the high-tech Industrial Development Zone of F City as the research object.After analyzing its land supply,utilization intensity,utilization efficiency and management performance,this paper selects nine indicators,such as land development rate,supply rate,completion rate,to be built rate,idle rate and comprehensive plot ratio,building density,comprehensive land average tax and population density,to build a land intensive use evaluation system.The multi factor comprehensive evaluation method is used to calculate the score of intensive utilization of excavated land,so as to understand the situation of "land saving and efficiency" and the level of land management.The results show that the land supply rate and development rate of the high-tech zone in F City are high,the land use intensity is at the upper middle level,the comprehensive average land tax has a large gap compared with similar development zones,and the degree of land intensive use is at the upper middle level.The unused land and inefficient land use approved by the high tech Zone of F City still exist to varying degrees,and the new policy of "land saving and efficiency enhancement" is not implemented in place.The reasons are not only that various plans are not integrated,resulting in their own policies,but also that the land use threshold was lowered in order to attract investment in the early stage,and that it is difficult for various departments to form joint forces in supervision.At present,the three-year doubling action of industrial innovation and development in F City is in full swing.As the only national high-tech zone in F City and the main engine of industrial development,"land saving and efficiency enhancement" has become the only way for F high-tech zone.Therefore,we should sum up the past lessons,learn from the experience of advanced development zones,scientifically and reasonably plan the park,build a high standard "Industrial Park",promote "returning land to the park",standardize land collection and storage,regulate the allocation of industrial land,raise the "threshold for entering the Park",speed up the digestion of stock construction land,improve the land management mechanism,explore the approval system of "land acquisition and commencement" of industrial projects,and improve the effectiveness of comprehensive evaluation of "yield per mu".Gather consensus,improve the mechanism,explore and innovate,and constantly improve the level of "land saving and efficiency" in the high-tech zone of F City,so as to make efficient use of land resources and promote the economic and social development of F City to achieve high-quality and leapfrog development.
