A Study On Evaluation Of Intensive Land Use In Dalian Changxing Island Economic And Technological Development Zone

The Ministry of Land and Resources has carried out the land intensive use evaluation of the development zones across the country since2008, trying to promote the economical and intensive land use in development zones through the investigations on and analysis of the intensive land use. But the horizontal comparability and objectivity of the evaluation results were widely questioned, so it is necessary to further improve the evaluation methods of land intensive use in development zones as well as their scientificalness, objectivity and application value of the evaluation results. Through literature research, empirical research, quantitative analysis and the application of two research methods, namely the method in Evaluation regulations of intensive land use of development zone land and the combinatorial method of principal component analysis and entropy method, this study first observed the land intensive use in Dalian Changxing island economic and technological development zone, and then mainly evaluated the present intensive land use in Dalian Changxing island economic and technological development zone, based on which the existing problems in intensive use of land were further proposed and accordingly measures for the improvement were finally suggested.The major works of this paper are listed as follows:(1) The paper makes an investigation and evaluation of the land intensive use in Dalian Changxing island economic and technological development zone. Based on the investigation of land use, the paper evaluated the status of land intensive use in this zone, using the multi-factor comprehensive evaluation method. After compared with the average levels of state-level development zones nationwide and the state-level development zones in Dalian, it was found that the land intensive use levels in this zone increased rapidly, at the same time, while the built-up ratio, fixed asset investment intensity and the output intensity was low.(2) Provided a comprehensive analysis of technology system and method in the Regulations. By analyzing the establishment of indexes, the determination of weighted values, the setting of ideal value.etc in the Regulations, it was found that the determination of weighted values and the setting of ideal value in the Regulations were greatly influenced by subjective factors, It was difficult to objectively evaluate the degree of land intensive use in development zones, and there was hardly any basis of the degree of land intensive use in different development zones. (3) Constructed the land intensive use evaluation methodology based on principal component analysis and entropy method. In views of the deficiencies of the method in the Regulations, the evaluation index system was simplified by using principal component analysis, the weight of each new index after simplification was determined by entropy method, and evaluated the status of land intensive use in six state-level development zones of Dalian. The results indicated that the degree of land intensive use in Dalian Changxing island economic and technological development zone ranked last among the state-level development zones in Dalian.(4) The countermeasures research of development zones. Based on the previous evaluation results and analysis, made the policy suggestions on land intensive use, which mainly included two aspects:the ways and the policy guarantee measures of land intensive use.
