Research On High Quality Development Evaluation Of Equipment Manufacturing Enterprises Based On Two-stage Relative Evaluation

At present,the economy of China has shifted its focus from speed growth to quality improvement.As the main body of the national economy and the core of the real economy,the realization of high quality development of manufacturing industry is the key to complete the transformation from China’s speed to China’s quality,from China’s manufacturing to China’s creation,and from a big manufacturing country to a powerful one.The Sixth Plenary Session of the 19 th CPC Central Committee in 2021 pointed out to grasp the new development stage,implement the new development concept and promote the construction of a manufacturing power.However,there are still some problems in China’s manufacturing industry,such as weak innovation ability,weak key and core technology and excessive resource consumption and so on.General Secretary Xi once pointed out that the equipment manufacturing industry,as the core of the manufacturing industry,is the top priority of the high quality development of China’s economy and has the most direct contribution to the economic growth of the manufacturing industry.Enterprises are the basis of micro economic activities,meso industrial development and macro national economic development.The research on the high quality development of equipment manufacturing enterprises is of great significance to the high quality development of manufacturing industry and national economy.This paper focuses on the micro perspective of equipment manufacturing enterprises.Based on previous research,this paper defines the connotation of high quality development of equipment manufacturing enterprises,and constructs an evaluation index system of high quality development of equipment manufacturing enterprises,which is composed of 6 dimensions and22 indicators: business performance,innovative development,coordinated development,green development,open development and shared development.Firstly,it takes 72 representative equipment manufacturing enterprises from 2015 to 2020 as the research object,and constructs the first evaluation model of EBWM.Secondly,it takes TOPSIS method to determine and rank the comprehensive evaluation index,empirically analyzed the high quality development level and dynamic development trend of equipment manufacturing enterprises.Then,on this basis,this paper constructed a two-stage relative evaluation model based on the traditional DEA model and the improved DEA model of group decision constraint cone,which can evaluate the subjective efforts and progress of each enterprise in high quality development,and set a benchmark for high quality development of enterprises.At last,on the basis of two empirical analysis,this paper puts forward countermeasures and suggestions to promote the high quality development of equipment manufacturing enterprises.The results show that innovation development and business performance are the most important factors for equipment manufacturing enterprises to achieve high quality development.From 2015 to 2020,the overall high quality development level of equipment manufacturing enterprises is low,showing a dynamic development trend of first rising and then declining.Among them,the level of business performance and coordinated development is relatively good,followed by the level of shared development,innovative development and green development.The gap between the level of open development and the target is the biggest,and there is a serious imbalance in the development of each sub-target.The results of the two-stage relative evaluation show that the efficiency value of the two-stage relative evaluation of each enterprise is greater than 0.7,indicating that each enterprise has a good potential for high quality development.Finally,two benchmark enterprises of high-quality development worthy of reference and reference are determined.In order to promote the high quality development of equipment manufacturing enterprises,we suggest that every enterprises should be driven by innovation development as the first development power,with business performance as the basic conditions for sustainable development,with an open cooperation for the prosperity and development of high quality power engine,with each goal balanced development as the important support.
