Comprehensive Benefit Evaluation And Utilization Mode Of Agricultural Land Renovation

The "Thirteenth Five-Year Plan" proposes: " adhere to the strictest cultivated land protection system,stick to the red line of cultivated land,implement the strategy of storing grain in the land and technology,increase grain production capacity,and ensure that grain is basically self-sufficient and food rations are absolutely safe." With the acceleration of urbanization and industrialization,the contradiction between land use is becoming more and more serious,and the protection of cultivated land is facing severe challenges.The "Rural Revitalization Strategy" was proposed in the report of the 19th National Congress of the Communist Party of China.Land consolidation,as the main starting point and primary entry point of the rural revitalization strategy,makes up for the shortcomings in rural development and optimizes the layout of urban and rural development,so as to inject new vitality into rural revitalization.Therefore,relying on land consolidation,optimizing the land use structure and layout,strengthening the ecological management of rural landscape,rationally planning rural layout,and improving rural production and living conditions can promote agricultural development,increase farmers’ income,and enhance rural attractiveness.This paper makes a comprehensive analysis and evaluation of the benefits of agricultural land consolidation in the comprehensive land consolidation,finds out the main factors affecting utilization in different regions,carries out the construction of supporting facilities,improves the use efficiency of land resources and gives full play to the maximum benefits of agricultural land resources,which can provide a reasonable reference and basis for the future pattern of agricultural land consolidation and utilization.Based on the existing theoretical research and practical results of comprehensive benefit evaluation of land consolidation projects,this paper puts forward the principles and methods for comprehensive benefit evaluation of agricultural land consolidation,and constructs an evaluation index system and evaluation model,taking the land remediation project in the northern mountainous area of Dongguo Town and the land comprehensive remediation project in five towns such as Dongshahe Town of Tengzhou City as examples,by collecting the basic data of the project area and analyzing the implementation status of the project,selects 11 evaluation factors from the three aspects of economic,social and ecological benefits under the guidance of relevant research theories,establishes an evaluation index system,and quantitatively calculates all the indicators,using the analytic hierarchy process to determine the weight of the evaluation indicators,and using the multi-level fuzzy comprehensive evaluation method to build an evaluation model to evaluate the economic,social,ecological and comprehensive benefits of the project area.The evaluation results show that the economic benefit evaluation grade of Dongguo Town project is middle,social benefit evaluation grade is middle,ecological benefit evaluation grade is excellent.The evaluation grade of economic benefit of Dongshahe Town and other five towns is excellent,the evaluation grade of social benefit is excellent,the evaluation grade of ecological benefit is poor.Although the two project areas in the economic,social and ecological benefit evaluation results are different,overall benefit evaluation is excellent,achieved better comprehensive benefit,to achieve the desired effect.According to the analysis of the evaluation results,the "leisure agriculture + tourism" mode is suitable for the western and southeast regions of Dongguo Town project and the nearby scenic areas,the ecological agriculture mode is suitable for the southeast region,and the forest-grain intercropping mode is suitable for the north and east region.The north of the project area of five towns like Dongshahe Town,Qianliang village and Hanlou village in the north of Dongshahe Town and the area of Nanshahe Town are suitable for grain planting cooperative mode,the central area is suitable for circular ecological agriculture mode,the southeast is suitable for forest-grain intercropping mode,and the eastern area is suitable for ecological agriculture mode.This paper studies and puts forward the index system and model method of comprehensive benefit evaluation of agricultural land consolidation project,systematically analyzes the benefit evaluation results of representative projects in Tengzhou City,and puts forward the targeted pattern and layout of agricultural land utilization,which has positive reference value for the implementation and utilization management of agricultural land consolidation project.
