The Study On Benefit Evaluation Of Land Consolidation In Huangxi Town Of Nanchong City

Land is a very precious natural resource, human survival and developmentcannot leave the land. In our country, the limited land resources is as well as necessaryto ensure the amount of cultivated land for national food security, and to meet theneeds of economic and social development on the land, the contradiction betweenhuman being and land is very prominent. The aim of land consolidation is to ease thecontradiction between human being and land, and to coordinate the relationshipbetween people and land, and to achieve the sustainable utilization of land resources.It has played an important role in enhancing the quality of cultivated land andrealizing the dynamic balance of total cultivated land, promoting the adjustment ofeconomic structure, improving the ecological environment and etc. Currently, all overthe country have launched land consolidation work, however, because of the lack ofscientific guidance, it can’t timely and accurate to conduct benefit evaluation of landconsolidation and to propose effective solutions, which make the problem of landconsolidation become more and more serious. Benefit evaluation is an importantcomponent of land consolidation, by using it to measure the effect of landconsolidation, it will promote the sound development of land consolidation.However,research on benefit evaluation of land consolidation in present stage are primarilyqualitative analysis, quantitative auxiliary, less-effective evaluation results of research.Therefore, researching benefit evaluation of land consolidation can not only enrichland consolidation of the theory, but also to regulate and guide land consolidationactivities better, and to promote the new rural construction have an important practicalsignificance.This paper make the land consolidation project in Huangxi town of NanchongCity as empirical research for the benefit evaluation of land consolidation, mainlyresearch of the theoretical basis, evaluation methods of benefit evaluation of landconsolidation. On this basis, the author chose16indicators which belong to aspects ofeconomy, society, and ecology to establish the index system of land consolidationbenefit evaluation of project area. And then use analytic hierarchy process todetermine the weight of each index, and then determine the membership of each indexby fuzzy comprehensive evaluation method, build a benefit evaluation model, after that, calculate the economic benefits, social benefits, ecological benefits andcomprehensive benefits before and after land consolidation, and to determine landconsolidation benefit levels. Finally, comparative analysis the evaluation results. Theresearch results show that as below:（1）After land consolidation, the score ofeconomic benefit evaluation increasesfrom40.01to77.62,and the rank rises from “poor”to “good”;the score of socialbenefit evaluation increases from55.44to83.42,increase29.78points, the rank risesfrom “general”to“good”;the score of ecological benefit evaluation increases from51.14to77.84and the rank rises from“poor”to “good”;the score of comprehensivebenefit evaluation increases from47.56to78.88,and the rank rises from “poor”to“good”.According to the scores before and after land consolidation, not only will theproject area after the implementation of the project has brought obvious economicbenefits, huge social benefits,and the marked ecological benefits, which means theland consolidation project is successful as a whole and its results are satisfactory.（2）It can provide the reference for the later land consolidation project inresearch region or similar regions by the benefit evaluation index system andevaluation method which put forward in this paper and could reflect the variousbenefit of the land consolidation authentically and objectively.To promote the benefits of land consolidation in research area,and to correct thedefetcs in the process of benefit evaluation,there are several suggestions:1)we shouldfurther explore methods about how to improve index quantitative level,constantlyimprove the objectivity and authenticity of the land consolidation benefitevaluation;2)to enhance the normalization of benefit evaluation,it’s better to establishland consolidation benefit evaluation index system as soon as possible that can reflectthe actual situation of SiChuan province;3)strengthen the study on landscape andbiodiversity effects caused by land consolidation to rich connotation benefitevaluation of land consolidation;4)we can aslo apply the high-tech science technologysuch as RS or GIS in land consolidation practices to increase the accuracy andauthenticity of benefit evaluation.
