The Research Of Method On The Benefit Of Land Reclamation On Luo Chuan County

Land is non renewable resource, it is not only the basic substance sustaining of humansfor survival and development, but also the premise of the social economic development.However, with the development of economy, the increase of population, the growing ofindustrialization and urbanization, the demand of land resource is increasing day by day, thecontradiction between human and land is also increasing dramatically.Through carrying out land reclamation, increasing the area of effective cultivated land,improving the quality of cultivated land, construction high standard basic farmland,implementing the goals and tasks of protecting cultivated land,Improving farmers’ livingconditions, rural environment and infrastructure, promoting agricultural modernization andthe new rural construction, promoting the solution of the problem of "agriculture, countrysideand farmers". Through optimizing the land structure and layout, saving utilization land, easingthe contradiction between supply and demand for the industrialization and urbanization,promote the comprehensive, harmonious and sustainable development of the integration ofurban and rural areas construction and economic. Through the evaluation of the landrenovation, it can science guide and regulate the activities of land renovation, provide thetheory basis and reference for carrying out land renovation much better.In this study, based on the analyzes and summarizes of connotation and evaluationmethod for land renovation both at home and abroad, made a definition of the land renovationand its economic benefit，social benefit, ecological benefit; researched the assessment methodand established a new benefit evaluation system as the land supply, theory, system theory, costand benefit theory and sustainable development theory as the theoretical basis.As the main ideas of the evaluation system which established in this paper can bedescribed as following: firstly, extracted the principal component of the initial determinedevaluation factors which effect the benefit of land renovation by the principal componentanalysis method to achieve the purpose of evaluation index classification; then, using thestepwise regression analysis method to reduce the numbers of evaluation indexes on thepremise of not reduce the information and determined the land renovation evaluation index;finally, determining the weight of the index by the chromatography analysis and entropyweight coefficient, and determining the evaluation score by comprehensive factor evaluation.In this paper, through the application of the new built land renovation evaluation system,make a evaluation of Yan’an LuoChuan land renovation project from year2011to year2020, the land renovation project’s economic benefit, social benefit and ecological benefit both insingle score and comprehensive score are separately calculated. It can be seen from theapplication example, the evaluation results is best consistent with the reality, so thisevaluation system is practical and operability.
