Analysis Of Farmer's Satisfaction On Rural Homestead Exit In Y County Of Jiangxi

With the rapid development of urbanization and urban construction land increasingly scarce,the issue of idle and extensive use of rural homestead gradually exposed.Conducting a homestead exiting system reform and building a scientific homestead exiting mechanism is considered as a important way to revitalize the idle and inefficient land to change the dual contradiction the rural land resources shortage and waste,it's also become the key content of the rural homestead system reform.Farmers are the actual land possessors and users of enormous amounts of homesteads,their satisfaction of rural homestead exiting policy is one of the core indicators to measure homestead exit system reform.Therefore,quantitative analysis the influence factors and the mechanism of farmers' satisfaction of exiting homestead with experienced reform farmers as the research object,there is a important theoretical and realistic significance to optimize and improve the rural homestead exit path and policy.Y county is the national rural land use system reform pilot and it's the study area in this paper.Firstly,summarized the main county land system reform characteristics of exit policy;Secondly,selected 16 observed variables form 8 latent variables and put forward the research hypothesis referencing to the customer satisfaction index research framework and structural equation model in land expropriation compensation and related research in public services;Thirdly,designed questionnaire based on the theoretical basis and Y county policy features,and acquaintance the overall level of satisfaction through 263 valid data by field investigating;Finally,constructed farmers' satisfaction index model of Y county rural homestead exiting by AMOS,researched influence factors of farmers' satisfaction and its effect path of Y county homestead exiting systematically.The results showed that: farmers' policy expectations and policy satisfaction are above the average level,family resource and economic level on farmers' policy quality perception is not significant;but significantly affect the policy expectations and satisfaction and the influence is not strong;Policy advocacy and farmers participation,the rationality of the policy alternatives,policy implementation results had a significant positive effect on farmers perceived policy quality;The farmers policy expectation has produced positive effect on farmers perceived policy quality and farmers' satisfaction,and the influence degree is quite but not strong;farmers perceived policy quality and farmers' satisfaction plays a positive role to farmers' support for policy,and policy quality compared to the farmers' satisfaction have greater influence on farmers support.The above research conclusions provides the some inspirations to improve policy: ensure that farmers' reasonable expectations by strengthening policy propaganda and improving the mechanism of exiting land compensation and benefits distribution;respect the public opinions and make differentiation policy of rights and interests safeguard scientif ically;the main body of reform is given prior ity to organizations of villages and farmers,improve the collective economic organization and institution;adapt to the market trends,explore the homestead transference across the collective and the mortgage way.
