In recent years,due to the rapid development of software industry,the competition within enterprises has become increasingly fierce.While ensuring the demand for software talents,how to reduce labor costs has become a major practical problem faced by knowledge intensive software development enterprises.More and more enterprises choose labor outsourcing mode,manage labor outsourcing personnel and optimize labor outsourcing project performance evaluation has become a new topic that software development enterprises must face.Taking company A as the research object,based on the theoretical research on labor outsourcing and performance appraisal,combined with literature research and interview,this paper analyzes the overall development of company A and the current situation of performance appraisal indicators for software development project outsourcing personnel,and analyzes the existing problems and their causes.For the assessment problems,combined with the combing of literature analysis,22 assessment variables are identified.The importance of these 22 variables was investigated by questionnaire among the labor outsourcing personnel of company A,and the dimension was reduced by factor analysis.The 22 variables were summarized into four dimensions.Combined with the analytic hierarchy process to determine the index weight,finally optimize the performance evaluation index system of labor outsourcing personnel,and put forward relevant suggestions for the implementation and guarantee of the optimized index system.The research shows that there are four problems in the performance evaluation index system of labor outsourcing project developers of company A: unclear index positioning,imperfect evaluation index,untimely index feedback and insufficient index application.The main reasons are: the company level lacks attention to the performance appraisal of labor outsourcing personnel,and the individual level lacks a sense of belonging to the enterprise.According to the factor analysis results of the questionnaire survey,the performance appraisal indicators are optimized from four aspects: working ability,working attitude,daily norms and team contribution,and the optimized performance appraisal index system is determined.Finally,it points out the implementation principles and measures of performance appraisal,and provides guarantee for the smooth implementation of performance appraisal from four aspects: establishing culture,promoting supervision,team appraisal and leaders’ attention.The optimized index system is comprehensively evaluated by using the comparison before and after index optimization and expert fuzzy comprehensive evaluation method.The evaluation result shows that the optimized index system is more suitable for the actual situation of company A.The optimized performance appraisal index system can provide a more targeted and practical appraisal reference for the performance appraisal of outsourcing personnel in the project of company A,and also provide a reference for the performance appraisal of other similar software and labor outsourcing companies.
